phalgu-vairāgya-nirdagdhāḥthose burnt up by a worthless renunciation nom. pl.; first of a list of the unqualified — 'phalgu' = paltry, hollowजो फल्गु अर्थात् तुच्छ-खोखले वैराग्य से जल-भुन गए हैं — अयोग्यों की सूची का पहला वर्ग

phalgu-vairāgya-nirdagdhāḥ — those burnt by hollow renunciation; śuṣka-jñānāḥ ca — and men of dry knowledge; haitukāḥ — and the logicians
Three kinds of people are named. First, those scorched by a paltry renunciation. Second, the men of dry, lifeless knowledge. Third, the logicians who live by argument alone.
Not an illustrative verse but a list-verse defining who is unfit for kṛṣṇa-bhakti-rasa; it caps the earlier catalogue of the unqualified in laharī 5.

And the mīmāṁsakas most of all. Every one of these has his face turned away from the very taste of bhakti.

atha — now; pūrvoktān ajñādīn — the earlier-named ignorant etc.; rasa-anadhikāriṇaḥ āha — he declares to be unqualified for rasa; phalgu-vairāgyam — worthless renunciation; bhakti-udāsīna-ādi-vairāgyam (iti) — is renunciation indifferent to bhakti and so on

Now Rūpa takes up the ignorant and the others he named before and declares them unfit for rasa. That is what the verse 'phalgu-vairāgya…' does. And 'worthless renunciation' means a renunciation that stays indifferent to bhakti.
For Jīva, phalgu-vairāgya is renunciation merely indifferent (udāsīna) to bhakti; contrast Viśvanātha at s2, who makes it renunciation opposed (pratikūla) to bhakti.

The reasoning runs: because every mīmāṁsaka is especially set against the taste of bhakti, this kṛṣṇa-bhakti-rasa must always be guarded above all from the old mīmāṁsaka, kept hidden. And by reading this line together with the ones before, we get more: it is to be guarded from the others as well — the falsely-renounced and so on — each in his own measure.

tatra caurāt iva mahā-nidhiḥ iti dṛṣṭāntaḥ tu — as for the simile 'like a treasure from a thief'; tena tad-riktī-karaṇa-mātra-apekṣayā — it applies only regarding the thief's carrying it off; na tu tena api tasya lobhyatvam ity apekṣayā — not regarding its being coveted even by him; vahneḥ iva iti tu pāṭha-antaram — 'like from fire' is a variant reading
Now, about the simile of the treasure and the thief. Map it carefully. The treasure is the bhakti-rasa; the thief is the mīmāṁsaka; the one point of likeness is that the thief would carry the treasure off — he can strip you of it. It does NOT mean the thief covets the treasure the way a lover of treasure would; the mīmāṁsaka has no such craving. That is where the analogy stops. Jīva also notes a variant reading, 'as from fire' — he records it without adopting it.
The kernel of the dṛṣṭānta: point of comparison = deprivation (the averse man can take the rasa from you), not covetousness (he does not desire it). Jīva flags 'vahner iva' as an alternate text and leaves it unresolved.

'Worthless renunciation' is a renunciation that works against bhakti.
Viśvanātha defines phalgu-vairāgya as renunciation opposed (pratikūla) to bhakti — a harder line than Jīva's 'indifferent to' (udāsīna) at s1. The two readings are left standing side by side.

aviśeṣeṇa bhakti-āsvāda-bahirmukhāḥare equally, one and all, averse to tasting bhakti aviśeṣeṇa = 'without distinction' — Viśvanātha reads a-viśeṣeṇa where the printed verse has viśeṣeṇaबिना भेद के (अविशेषेण) भक्ति के आस्वादन से विमुख हैं — विश्वनाथ छपे 'विशेषेण' के स्थान पर 'अ-विशेषेण' पढ़ते हैं
iti hetoḥ— this being the reason —इस हेतु से
tebhyaḥ rakṣyaḥ evais for certain to be guarded from them abl. pl. tebhyaḥ = the mīmāṁsakas; eva = 'without fail'उनसे अवश्य ही रक्षणीय है — पंचमी बहुवचन 'उनसे' अर्थात् मीमांसकों से; 'एव' अर्थात् निश्चय ही
yasmāt sarve api mīmāṁsakāḥ aviśeṣeṇa bhakti-āsvāda-bahirmukhāḥ iti hetoḥ — since all mīmāṁsakas alike are averse to tasting bhakti; eṣaḥ bhakti-rasaḥ tebhyaḥ rakṣyaḥ eva — this bhakti-rasa is surely to be guarded from them
Viśvanātha's reading: because every mīmāṁsaka, without distinction, is averse to the taste of bhakti, this bhakti-rasa must certainly be guarded from all of them.
Viśvanātha reads 'aviśeṣeṇa' — 'without distinction, all alike' — where the printed verse and Jīva read 'viśeṣeṇa' ('especially'). So for him the general point is that the mīmāṁsakas as a class are equally averse; the 'especially' then falls, at s11, on the old mīmāṁsaka alone. Do not fold the two readings together.

The simile 'as from a thief' is meant only to make the point about guarding. The treasure is the rasa, the thief is the averse man, and the likeness is simply that one must keep it out of his hands. It is NOT meant to say the rasa is something he covets. That side of the thief-image does not apply.

ata eva — for this very reason; bahirmukhānām rase lobha-abhāve api — even though the averse have no greed for the rasa; na kṣatiḥ — there is no defect
So there is no problem. Even though the averse men feel no craving for the rasa — unlike a real thief, who does covet the treasure — the simile still holds, because it was only ever about guarding. The missing greed spoils nothing.
