The primary rati comes in five kinds. Rūpa names four here: śānta (the peaceful), prīta (the servant's, dāsya), preyān (the friend's, sakhya), and vatsala (the parent's). The 'tu' turns from the secondary moods just covered to these primary ones.
मुख्य रति पाँच प्रकार की है। वे हैं — शान्त, प्रीत, प्रेय और वत्सल। पाँचवीं मधुर अगली पंक्ति में आती है।
The lakṣaṇa verse enumerating the five mukhya (primary) ratis that ripen into the five principal rasas; the fifth, madhura, comes in L2.
यह लक्षण-श्लोक उन पाँच मुख्य रतियों की गणना करता है जो पाँच प्रधान रसों में परिणत होती हैं; पाँचवीं, मधुर, L2 में आती है।

The fifth is madhura, the sweet or amorous mood. These five are to be known 'yathā-pūrvam anuttamāḥ.' The natural ear hears anuttamāḥ as 'unsurpassed,' but Jīva and Viśvanātha split it an-uttama, 'not-highest,' and read it distributively: taken in order, each earlier mood is lower than the one that follows it. The commentary lines below spell this out.

Jīva takes anuttamāḥ as an-uttama and gives it flatly: it means kaniṣṭhāḥ, 'the lower ones.' So the word is not 'supreme' but 'ranked below.'

Śrī Mukunda is a hidden (default_hidden) commentator; his gloss is reported here as Jīva's own words but is not citable as authority elsewhere.

Viśvanātha shows how the ranking runs. Set against madhura, vātsalya is the lower. Set against vātsalya, sakhya is the lower. And so on back down the chain — sakhya over dāsya, dāsya over śānta. That is what 'an-uttama' means here: each mood is lower than the one after it, with madhura the highest.
मधुर की अपेक्षा से वात्सल्य कनिष्ठ है। वैसे ही वात्सल्य की अपेक्षा से सख्य कनिष्ठ है। इसी आदि क्रम से आगे भी समझ लेना चाहिए।
