Here in the world, the general rule is simple: cool things bring joy, hot things bring pain. Rūpa lays this down first as the ordinary expectation.

But this rati breaks the rule. It is packed solid with supreme bliss — you would expect it 'cool' — and yet it is reckoned hot. That is the wonder Rūpa is pointing at: something bliss-dense that still burns.
यह रति परम आनन्द से पूरी तरह भरी है। फिर भी इसे उष्ण कहा गया है। लौकिक तर्क के विरुद्ध होने से यही आश्चर्य है।
The line rests on a paradox (citra): worldly logic pairs bliss with 'cool', but rati is at once bliss-dense and 'hot'. The two commentators below each unpack why the hot label sticks despite the bliss.
यह पंक्ति एक विरोधाभास (चित्र) पर टिकी है। लौकिक तर्क आनन्द को शीतलता से जोड़ता है, पर रति एक साथ आनन्द से सघन भी है और उष्ण भी। नीचे दो टीकाकार यह खोलते हैं कि इतने आनन्द के होते हुए भी उष्णता का नाम क्यों टिका रहता है।

Jīva pins down 'prāyaḥ' first: it means 'as a general rule', a surmise — not 'always'. So the cool-is-pleasant claim is only the usual case, which leaves room for the exception coming next.

Here is Jīva's key point. Rati is hot by its own nature, not by accident. And it stays hot even in union, not just in separation — because longing and anxiety run through it. When you are apart you burn to meet; when together you dread the parting. That constant longing-and-fear is why rati is 'hot'. Then he brings a verse to prove it.
रति की उष्णता उसके अपने स्वभाव से है, बाहरी कारण से नहीं। इसीलिए वह मिलन के समय भी बनी रहती है। कारण यह कि उसमें उत्कण्ठा और वियोग की शंका ही प्रधान रहती है। इसी पर आगे प्रमाण दिया जाता है।

The lover speaks: when you are out of sight, I ache to see you; when you are before me, I dread losing you. Neither way — hidden or present — do you bring me any rest. Both states burn.
जब तक प्रिय दिखाई नहीं देता, तब तक दर्शन की उत्कण्ठा जलाती रहती है। और जब दिख जाता है, तब वियोग का भय सताने लगता है। इसलिए हे प्रिय! न आपके न दिखने में, न आपके दिखने में, कभी अखण्ड सुख मिलता है।
Why cited: Cited to prove that rati is hot even in union: since longing dominates when apart and fear of separation dominates when together, love yields no unbroken ease in either state.

Viśvanātha states the wonder plainly: this rati is dense with supreme bliss, and yet it comes out hot — and just that is the marvel (citra). He leaves the paradox standing rather than dissolving it: bliss-dense and burning at once is exactly what makes rati astonishing.
