Take anger and the other harsh emotions. Even when they are directed at enemies and keep running on that way, they do always reach the status of a lasting, settled emotion (sthāyi-bhāva). So far the verse grants them permanence.
क्रोध आदि भाव शत्रु आदि के प्रति सदा बने रहते हैं। वे इस प्रकार स्थिर भी हो जाते हैं। यहाँ 'अपि' शब्द यह स्वीकार करता है कि उनमें स्थायीपन है।
This verse defines the boundary of the sthāyi-bhāva discussion in the pañcama-laharī: an emotion can be permanent and settled and still not count for bhakti-rasa. Line 1 concedes the permanence; line 2 denies the fitness.
यह श्लोक पंचम-लहरी में स्थायी-भाव की चर्चा की सीमा बाँधता है — कोई भाव स्थायी और जमा हुआ हो सकता है, फिर भी भक्ति-रस के योग्य नहीं होता। पहली पंक्ति स्थायीपन को मान लेती है; दूसरी पंक्ति योग्यता का निषेध करती है।

They reach permanence, yes — but not the fitness to turn into bhakti-rasa. And the reason is simple: they hold no rati, no love for Kṛṣṇa. Without that love at the root, a settled anger is still just anger; it can never mature into a devotional mood.
वे भाव रति से रहित हैं। इसीलिए वे भक्ति-रस की योग्यता को नहीं पाते। स्थायी होकर भी वे रस नहीं बन सकते।
rati is the seed of bhakti-rasa; only an emotion rooted in rati can ripen into rasa. The demons' anger is permanent but rootless, so it is disqualified.
रति भक्ति-रस का बीज है; केवल रति में जड़े हुए भाव ही रस बनकर पक सकते हैं। असुरों का क्रोध स्थायी तो है, पर निर्मूल है, इसलिए वह अयोग्य ठहरता है।

Jīva just replaces one word with a plainer synonym: 'empty of rati' means 'devoid of rati'. He is fixing the sense of śūnya before he builds on it.

Jīva sharpens it. It is not only that real rati is absent — even a semblance of rati (raty-ābhāsa) is out of the question. Why? Because anger and its kind are actually hostile to rati; they push against it. So the verse's word 'empty' means empty right down to any imitation.
रति का आभास तक इनमें सम्भव नहीं। कारण यह कि ये रति के विरोधी हैं। इसीलिए योग्यता का प्रश्न ही नहीं उठता।
raty-ābhāsa is a 'semblance' or shadow of rati — a look-alike that falls short of the real thing. Jīva rules out even that, on the ground that these emotions oppose rati rather than resemble it.
रति-आभास रति की छाया या हमशक्ल है — जो असली रति के पास तक नहीं पहुँचता। जीव उस आभास तक को भी अस्वीकार करते हैं, इस आधार पर कि ये भाव रति से मिलते-जुलते नहीं, बल्कि उसके विरोधी हैं।

Viśvanātha names the case the verse left open: the anger in question is the demons' anger. Because the demons carry no rati, their anger and the rest never reach fitness for bhakti-rasa. That, he says, is the point Rūpa is making in the line starting 'labhante'.
असुरों में रति नहीं है। इसीलिए उनके क्रोध आदि भाव भक्ति-रस की योग्यता नहीं पाते। यही कहने के लिए ग्रन्थकार ने 'लभन्ते' पद कहा।
Viśvanātha reads 'krodha-ādyāḥ' concretely as the emotions of the asuras — e.g. a Kaṁsa or Śiśupāla whose settled hatred of Kṛṣṇa never becomes devotion because no rati underlies it.
विश्वनाथ 'क्रोध आदि' को ठोस रूप में असुरों के भाव मानकर पढ़ते हैं — जैसे कंस या शिशुपाल, जिनका कृष्ण के प्रति जमा हुआ द्वेष कभी भक्ति नहीं बनता, क्योंकि उसके नीचे कोई रति नहीं।
