The verse — decoded
L1definition
kañcit kālaṁ kvacid bhakte hāsādyāḥ sthāyitām amī |
kañcit kālaṁfor some length of time accusative of duration — only for a while, not permanentlyकेवल कुछ समय तक — सदा नहीं
kvacid bhaktein some particular devotee locative — the abode is not fixed; only here and thereकिसी किसी भक्त में ही — आश्रय निश्चित नहीं
hāsa-ādyāḥlaughter and the rest (the other emotions)हास आदि भाव
sthāyitāmthe status of a standing, abiding emotion (a sthāyin)स्थायीपन को, अर्थात् स्थायिभाव की दशा को
amī hāsādyāḥ — these, laughter and the rest; kvacid bhakte — in some devotee; kañcit kālaṁ — for a while; sthāyitām [yānti] — attain the standing of a fixed emotion.
These emotions — laughter and the rest — can take on the role of a standing, sthāyin emotion. But only in some particular devotee, and only for a while.
hāsa-ādi covers the seven other primary emotions besides rati (laughter, sorrow, anger, enthusiasm, fear, disgust, wonder); ordinarily they are vyabhicāri (passing), and this verse states the condition under which they can act as a sthāyin.
L2definition
ratyā cāru-kṛtā yānti tal-līlādy-anusārataḥ ||
ratyābecause rati (love for Kṛṣṇa) does it instrumental of means — rati is what makes them beautifulरति के द्वारा — रति ही इन्हें मनोहर बनाती है
yāntithey go to, they attain [that standing]प्राप्त होते हैं, पहुँच जाते हैं
tat-līlā-ādi-anusārataḥfollowing along with his (Kṛṣṇa's) līlā and the rest ablative -taḥ = 'in accordance with'; the emotion tracks the pastime that provokes itउस (कृष्ण की) लीला आदि के अनुसार — भाव उसी लीला का अनुसरण करता है जो उसे जगाती है
ratyā cāru-kṛtā — made lovely by rati; tal-līlādy-anusārataḥ — following his līlā and so on; [sthāyitāṁ] yānti — attain [that standing].
What lets them stand in that role is rati: rati beautifies them. And they take it up in step with Kṛṣṇa's pastimes — the emotion rises to match the pastime that calls it forth.
L3conclusion
tasmād aniyatādhārāḥ sapta sāmayikā ime |
tasmādand so, for that reason ablative of reason — draws the conclusion from L1-L2इसलिए — पूर्व की दो पंक्तियों से निष्कर्ष निकलता है
aniyata-ādhārāḥhaving no fixed seat — their abode is not settledजिनका आश्रय निश्चित नहीं, अनियत आश्रयवाले
saptathe seven [of them]सातों (हास आदि)
sāmayikāḥbound to the occasion — they come only at their momentसामयिक — अवसर आने पर ही प्रकट होनेवाले
imetheseये
tasmād — therefore; ime sapta — these seven; aniyatādhārāḥ — of unfixed abode; sāmayikāḥ — occasional.
So these seven have no fixed home and are tied to the occasion. Unlike rati, which stays, they show up only when the moment brings them.
L4definition
sahajā api līyante baliṣṭhena tiraskṛtāḥ ||
sahajāḥ apieven when they are inborn, natural api = 'even' — concedes the hardest case: even a native emotion is not safeस्वाभाविक होने पर भी — 'भी' कठिनतम स्थिति स्वीकार करता है कि सहज भाव भी सुरक्षित नहीं
baliṣṭhenabecause a stronger emotion overrides them instrumental of agent/cause — the stronger bhāva is what does the eclipsingअधिक बलवान भाव के द्वारा — यही तिरस्कार करता है
sahajā api — even if inborn; baliṣṭhena tiraskṛtāḥ — eclipsed by a stronger one; līyante — they dissolve.
Even an emotion that is natural to a devotee is not fixed. Let a stronger emotion come and it pushes the first aside — and the first simply dissolves.

yadi sahajāḥ syuḥif they should happen to be inborn concessive conditional — grants the case for argument's sakeयदि वे स्वाभाविक हों (तो) — तर्क के लिए यह पक्ष मान लिया गया
tathā api iti arthaḥthe sense is 'even then [they dissolve]''तो भी' — ऐसा अर्थ है
sahajā api iti — the phrase 'even the inborn'; yadi sahajāḥ syuḥ — [means] if they be inborn; tathāpīty arthaḥ — the sense is 'even so'.
Jīva reads the 'api' this way: suppose the emotion really is inborn — even so it still dissolves. The 'even' concedes the strongest case and the rule holds anyway.

rati-uttha-tad-virodhi-bhāvenanamely, by an emotion that rises out of rati and opposes that [first emotion] unpacks what the 'stronger one' is: raty-uttha = born of rati; tad-virodhi = set against the hāsādiरति से उत्पन्न और उन हास आदि के विरोधी भाव के द्वारा
iti śeṣaḥthis is the word to be suppliedऐसा शेष (अध्याहार) समझना चाहिए
baliṣṭhena — 'by a stronger one'; raty-uttha-tad-virodhi-bhāvena iti śeṣaḥ — supply: by a rati-born emotion opposed to that one.
Jīva fills in what 'the stronger one' means. It is a rival emotion that springs from rati and runs counter to the first. Because it grows out of rati, it wins.

ratyā cāru-kṛtā = anugṛhītā — graced by rati; hāsādyāḥ — laughter etc.; kañcit kālaṁ sthāyitāṁ yānti — attain the standing for a while; na tu sarvadā dāsyādivat — but not permanently as dāsya does.
Viśvanātha glosses 'made lovely by rati' as 'favored by rati'. So graced, laughter and the rest can hold as a standing emotion — but only for a time. They are not like dāsya and the other true sthāyins, which hold always.

evaṁ niyatādhārāś ca na syuḥ |
evaṁand in this wayइस प्रकार
niyata-ādhārāḥ ca na syuḥthey would also not have a fixed seat ca ties this back to 'aniyatādhārāḥ' in L3 — explains why the verse calls them unfixedऔर (ये) नियत आश्रयवाले भी नहीं होते — 'और' इसे मूल के 'अनियताधाराः' से जोड़ता है
evaṁ — in this way; niyatādhārāś ca na syuḥ — and they would not be of fixed abode.
And this is just why the verse called them 'unfixed in seat': since they only hold for a time, they never settle into one permanent home the way the real sthāyins do.
