tulyāḥ tulyatvābhimāna-maya-rati-yuktā ity arthaḥ |
tulyāḥthe word "equal" [of the verse]'समान' का अर्थ है —
tulyatva-abhimāna-maya-rati-yuktāḥmeans: joined with a rati made of the settled sense of being equal [to Kṛṣṇa]जो 'मैं इनके समान हूँ' — इस समानता के अभिमान से भरी रति से युक्त हैं
ity arthaḥthat is the meaningयही अभिप्राय है
tulyāḥ — "equal" means; tulyatva-abhimāna-maya-rati-yuktāḥ — endowed with a rati consisting of the conviction of being equal; ity arthaḥ — that is the sense.
Jīva glosses "equal": it means those who carry a rati built on the settled feeling that they are Kṛṣṇa's equals. Not literal equality, but the friend's own inner conviction of it.

śrī-kṛṣṇena saha parasparaṁ sama-bhāvatvāt hetoḥbecause the cause is a state of mutual equal-feeling with Śrī Kṛṣṇa ablative of cause spelled out by hetoḥ — this reciprocity is the groundक्योंकि श्रीकृष्ण के साथ परस्पर समान-भाव है — यही कारण है
viśrambham ayantraṇaṁ rūpayati prakāśayati yā ratiḥthe rati that gives form to — that reveals — viśrambha, i.e. freedom from constraint ayantraṇaṁ glosses viśrambham; prakāśayati glosses rūpayatiजो रति विश्रम्भ को — अर्थात् निःसंकोचता को — रूप देती है, अर्थात् प्रकट करती है
sā sakhyam ucyatethat is called sakhyaवह 'सख्य' कही जाती है
tataḥ sāmyāt — from that equality; śrī-kṛṣṇena saha parasparaṁ sama-bhāvatvāt hetoḥ — because the cause is mutual equal-feeling with Śrī Kṛṣṇa; yā ratiḥ viśrambham ayantraṇaṁ rūpayati prakāśayati — the rati that shapes, reveals, viśrambha which is freedom from constraint; sā sakhyam ucyate — that is called sakhya.
Jīva unpacks the verse's logic: the cause is a mutual sense of equality with Kṛṣṇa. From it, a rati arises that gives shape to — brings out — viśrambha. And viśrambha, he adds, just means ayantraṇā: freedom from constraint. That rati is sakhya.

viśrambha-rūpatvam eva vivṛṇoti—parihāsa- iti ||
viśrambha-rūpatvam eva vivṛṇotihe now unpacks precisely the viśrambha-nature eva restricts the scope — it is just this point the final quarter explainsइसी विश्रम्भरूपता को ही (श्रीरूप) खोलकर समझाते हैं
parihāsa- itiwith the words "parihāsa-..."
viśrambha-rūpatvam eva vivṛṇoti — he explains just the viśrambha-nature; parihāsa- iti — by the words "parihāsa-..."
Jīva flags what the third line is doing: it spells out just that viśrambha-nature, in the words beginning "parihāsa-" — the joking and laughter are viśrambha in action.
