sukhārṇave = dāsyādi-bhāva-niṣṭhā-sukha-samudre — the ocean of joy is fixity in a bhāva like dāsya; anācānta-dhiyām = āsvāda-viśeṣa-alābhena aniṣṭhita-cittānām — their minds have not sipped it, being unfixed because they get no particular relish; āryāṇām = yataḥ tat-tac-chāstra-mātra-dṛṣṭyā pravartamānānām — they are āryas because they proceed only by the vision of this or that scripture.
Viśvanātha reads the 'ocean of joy' as the joy of being settled in one specific bhāva, dāsya and the like. These people have not drunk from it: getting no particular relish of their own, their hearts stay unfixed. And why so? Because they are āryas who go only by what this or that scripture tells them — moving by rule, not by a ripened taste.
