This is the lakṣaṇa (definition) of the sthāyī-bhāva. Take a dominant mood. Around it stand two kinds of lesser feelings: the compatible ones that go along with it, and the incompatible ones that pull against it. The sthāyī is whichever mood keeps bringing both kinds under its own control.

The lakṣaṇa of the sthāyī-bhāva ('the stable/permanent emotion'), the topic of this fifth wave (2.5). The sentence runs across both lines — L1 gives the subject and its work, L2 the simile and the naming.
यह स्थायी-भाव (स्थिर, अटल भाव) का लक्षण है — इसी पाँचवीं लहरी (2.5) का विषय। वाक्य दोनों पंक्तियों में चलता है; L1 कर्ता और उसका कार्य देती है, L2 उपमा और नामकरण।

The mood that does this reigns over its feelings the way a good king reigns over his people. A king holds sway over friendly subjects and rebellious ones alike; so the sthāyī holds sway over the feelings that agree with it and the feelings that fight it. That ruling mood is what we call the sthāyī-bhāva. Notice the wordplay: su-rāja is the 'good king', and vi-rājeta, 'reigns / shines', is built on the same root.

Viśvanātha glosses 'incompatible' as anger and the like, then simply runs the rest of the verse straight through as his paraphrase: the mood that brings these feelings under its control, and so reigns like a good king — that is the emotion called sthāyī. He does not re-explain the king simile; he lets the verse's own words stand.
