This is the definition of śābalya. When the transient moods (vyabhicāri-bhāvas) crowd and press against one another — one giving way to the next in quick succession — that jostling is called śābalya, the 'variegation' of the moods. The tu marks a shift to a new topic after the earlier treatment of sandhi.

The illustrative verse: Kaṁsa's soliloquy after Kṛṣṇa lifts Govardhana. He starts with swagger — 'What can that mere child do?' — pride. Then the mood flips: 'Ahaha! — he has burned my whole party of allies to ashes.' Pride gives way to despair.
वह बालक भला कर ही क्या सकता है! अहह! उसने मेरे मित्र-पक्ष को जला डाला।
An udāharaṇa of śābalya, the 'variegation of the moods' defined in L1 (2.4.244): eight transient moods jostle in succession in Kaṁsa's mouth — garva, viṣāda, dainya, mati, smṛti, śaṅkā, amarṣa, trāsa (named in L6).

The wretchedness deepens: 'Then should I run and take shelter of him — of him alone?' That is dainya, self-abasement. But at once a warrior's resolve stamps it out: 'No — heroes do not do such a thing!' That is mati, the judgment that crushes the abjectness.
तो क्या मैं शीघ्र ही उसी की शरण में चला जाऊँ? पर यह तो वीर पुरुष नहीं करते।

Recovering himself: 'Ah yes — I still have my divine troupe of champion wrestlers!' That is smṛti, recollection of his strength. But the memory of Govardhana breaks in: 'and yet he lifted that mightiest of mountains with a single hand.' That is śaṅkā, the fearful doubt that crushes the recollection.
आँ! मेरी दिव्य मल्ल-मण्डली तो है ही — पर उसने तो एक ही हाथ से श्रेष्ठ पर्वत उठा लिया था।

Fury takes over: 'This very day I will march into Vraja and wreak carnage!' That is amarṣa, indignant wrath. And then, at the very thought, it collapses: 'Alas — my mind is shaking.' That is trāsa, terror, which crushes the fury. Eight moods have chased one another across a single speech.
आज ही व्रज-भूमि में जाकर संहार कर डालूँ — हा! पर यह सोचते ही बुद्धि काँप उठती है।

Viśvanātha marks off śābalya from its neighbor sandhi. In śābalya, one mood is crushed and then a different mood rises up in its place — they take the stage in turn, each defeating the last.
शाबल्य के स्थल में तो एक भाव का उपमर्दन करके दूसरे भाव का उदय होता है।
Technical distinction (śābalya vs sandhi), completed in s2. Like two runners in a relay who never hold the baton at the same instant — one hands off (is crushed) and the other takes over — as against sandhi (s2), where the two are gripped together at once, like two hands both holding a single rope.

सन्धि के स्थल में तो दोनों भाव एक ही साथ ठहरे रहते हैं — यही (शाबल्य से) भेद जानना चाहिए।

tataḥ — ततः (= तस्मात्); dhīṁ kampate — बुद्धि काँपती है; iti anena — इससे; amarṣa-sammardakaḥ — अमर्ष को दबाने वाला; trāsaḥ — त्रास; jñeyaḥ — जानना चाहिए।
The eighth and last mood: 'and at that very thought my mind is shaking.' The fury is crushed by trāsa, terror. Viśvanātha reads the verse's tataḥ as tasmāt — 'because of that thought [of Govardhana], the mind trembles.' Eight moods, each trampling the one before: the full display of śābalya.
'उस विचार से बुद्धि काँप उठती है' — इस कथन से अमर्ष को दबाने वाला त्रास जानना चाहिए।
