Take the kadamba trees and the like around Kṛṣṇa. They always carry the sweetness of real inner knowing — jñāna and vijñāna. And yet, even in them, what the verse calls out is only a semblance of bhāva, seen through an ordinary kind of perception.
Sets up the topic: when a bhāva shows in beings like trees or deer, is it full bhāva or only its ābhāsa (semblance)? The verse answers: semblance, because their knowing is undiscriminating.

Now a second point. The emotions pass through states. Sometimes there is their arising, their juncture (where one meets another), their mixing together, and their subsiding.
śābalya = 'variegation, mottling' — here the mingling of several bhāvas at once. The source text prints 'śāalya', a typo for śābalya.

Why must their knowing stay undiscriminating? Because if these trees and deer knew things the way a person does, then Kṛṣṇa's secret pastimes would have to be hidden even from them — and hiding them would cut them off. So the knowing is deliberately kept general.

bhāvānām sambhavaḥ prākaṭyam — the sambhava of the emotions, their manifesting; utpattiḥ ucyate — is termed utpatti.
Turning to verse 232, Viśvanātha glosses: for the emotions, sambhava means their becoming manifest — and that is what is called utpatti, arising.

Viśvanātha walks through the illustration word by word. 'The fierce-rayed one' is the sun; its disk 'reddening' is the sky turning red at twilight; 'the flute's swell of sound' is the abundance of Kṛṣṇa's flute-tone; and 'the flow' is the milk trickling from her breasts — so Yaśodā's bodice grew soaked. That sudden welling of milk is the joy (harṣa) arising in her.
