adhirohatu kaḥ pakṣī kakṣām aparo mamādya medhyasya |
adhirohatulet [any such bird] climb up 3rd-person imperative — a challenge, 'let him try to'चढ़कर तो दिखाए — यह ललकार है, 'कोई करके तो देखे'
kaḥ ... aparaḥ pakṣīwhat other bird [is there]कौन दूसरा पक्षी (भला है जो)
kakṣāmup to the branch — the perch, and so the rank accusative goal; kakṣā = a bough, hence a level/standing one climbs toउस डाल तक — जिस ऊँचाई पर मैं बैठता हूँ
mama ... medhyasyaof me, the pure and sacred one genitive; medhya = fit for sacred use, 'pure'मुझ पवित्र की — क्योंकि मैं ही यज्ञ के योग्य शुद्ध हूँ
adyatoday, nowआज
adya — today; kaḥ aparaḥ pakṣī — what other bird; medhyasya mama — of me, the sacred one; kakṣām — up to the branch/rank; adhirohatu — let him climb.
What other bird could climb today to the branch of me, the sacred one? The peacock is boasting: no bird can rise to my level. 'Branch' also carries the sense of rank, so the challenge is really about status.
An udāharaṇa illustrating garva, 'pride' — one of the vyabhicāri (sañcāri) bhāvas treated in this fourth wave (caturtha-laharī, 2.4). The verse is spoken in a peacock's voice; the illustrated bhāva is named in the mūla itself at L3 ('atra garvasya').

hitvāpi tārkṣya-paksaṁ bhajate pakṣaṁ harir yasya ||
hitvā apieven after abandoning api is rhetorical — 'even', heightening the boast: Hari drops Garuḍa himselfछोड़कर भी — 'भी' शब्द अतिशयोक्ति के लिए है: हरि साक्षात् गरुड़ तक को छोड़ देते हैं
tārkṣya-pakṣamGaruḍa's side — and, punning, Garuḍa's wing tārkṣya = Garuḍa; pakṣa = both 'side/party' and 'wing/feather' — the śleṣa the verse turns onतार्क्ष्य (गरुड़) का पक्ष — यहाँ 'पक्ष' के दो अर्थ हैं: दल और पंख, यही श्लेष इस श्लोक का आधार है
bhajatetakes to, resorts toसेवते / अपनाते हैं
pakṣammy side — and my feather same śleṣa: Hari takes the peacock's 'side', i.e. wears the peacock-feather(मेरा) पक्ष — वही श्लेष: हरि मयूर का पक्ष लेते हैं, अर्थात् मयूर-पंख धारण करते हैं
hariḥHari (Kṛṣṇa)हरि
yasyaof whom — that is, of me relative pointing back to mama in L1जिस (मुझ) का — L1 के 'मम' की ओर संकेत करता है
yasya — of whom, i.e. of me; hariḥ — Hari; tārkṣya-pakṣam — Garuḍa's side/wing; hitvā api — even abandoning it; pakṣam — [my] side/feather; bhajate — takes up.
For whose side does Hari go — even dropping Garuḍa's? Mine. The whole boast rides on the pun in pakṣa: it means both 'side/party' and 'wing, feather'. So the peacock claims Kṛṣṇa gives up Garuḍa's wing and instead wears the peacock's feather — the mayūra-piccha in his crown. Read the other way, Kṛṣṇa takes the peacock's side over Garuḍa's. Either reading feeds the pride.
The verse pivots on the śleṣa in pakṣa (side/faction and wing/feather). Do not collapse the two readings — both stand: Hari 'takes my side' and Hari 'wears my feather', and the pride draws on both at once.

atra garvasya |

garvasya[this is an example] of garva, pride genitive of the thing illustrated; supply 'udāharaṇam'गर्व का (उदाहरण है) — षष्ठी, 'उदाहरणम्' अध्याहृत करना है
atra — here; garvasya — [an example] of garva (pride).
Rūpa's own tag line: here we have an example of garva, pride. This names the bhāva the peacock's boast is meant to illustrate.
The mūla itself labels the udāharaṇa — a bare structural note in the author's voice, not part of the peacock's speech.

tārkṣyasya garuḍasya pakṣaṁ hitvā medhyasya pavitrasya mama mayūrasya pakṣaṁ harir bhajate ||
tārkṣyasya garuḍasya pakṣamthe side/wing of tārkṣya — that is, of Garuḍa Viśvanātha spells out tārkṣya = Garuḍaतार्क्ष्य अर्थात् गरुड़ का पक्ष — विश्वनाथ स्पष्ट करते हैं कि तार्क्ष्य = गरुड़
hitvāhaving abandonedछोड़कर
medhyasya pavitrasya mama mayūrasya pakṣamthe side/feather of me — medhya meaning 'pure', and 'me' being the peacock he glosses medhya = pavitra ('pure') and identifies the speaker as mayūra, the peacockमुझ पवित्र मयूर का पक्ष — वे मेध्य = पवित्र बताते हैं और वक्ता को मयूर के रूप में पहचानते हैं
hariḥ bhajateHari takes toहरि अपनाते हैं
hariḥ — Hari; tārkṣyasya garuḍasya pakṣam — Garuḍa's side/wing; hitvā — abandoning; medhyasya pavitrasya mama mayūrasya pakṣam — the pure peacock's, i.e. my, side/feather; bhajate — resorts to.
Viśvanātha unpacks the two hard words: tārkṣya is Garuḍa, and medhya means 'pure'. He also names the boaster — it is the peacock (mayūra) speaking. So: Hari abandons Garuḍa's side/wing and takes to the pure peacock's side/feather. This is where the speaker's identity is fixed as the peacock; the pun on pakṣa carries through his gloss too.
The identification of the speaker as a peacock (mayūra) and the equations tārkṣya = Garuḍa and medhya = pavitra come from Viśvanātha Cakravartī.
