Unstoppable fear broke out in him. And this bewilderment, arising straight out of that fear, stays under fear's control — it is fear that drives it.

bhī-vaśa is the key claim the commentators seize on: the moha is a servant of bhaya (fear), which marks the fear here as a plain vyabhicāri, not fear taken as a mode of love (bhaya-rati).
'भय के वश' — यही वह मुख्य बात है जिसे टीकाकार पकड़ते हैं: यह मोह भय का सेवक है, अतः यहाँ का भय एक साधारण व्यभिचारी है, न कि प्रेम के एक रूप के रूप में लिया गया भय (भय-रति)।

Jīva pins down the cause: it is Kṛṣṇa's terrible form, a form Arjuna has never known, that does this. What rises is nothing but fear — the sheer dread of being swallowed up with everything else. It is plain fear, not fear held as a flavour of love (bhaya-rati).

'तेरा महान् रूप बहुत मुखों-नेत्रोंवाला है' से लेकर '(इसे) देखकर लोक व्यथित हैं, वैसे ही मैं भी' तक — अर्जुन के इसी वाक्य से (सिद्ध होता है कि) रति बिलकुल नहीं उठी।
Why cited: Arjuna's own report on seeing the form, adduced to show that only terror is voiced there and rati does not manifest at all — hence the emotion is plain bhaya, not bhaya-rati.

One might object: elsewhere in the same chapter Arjuna does speak with love — 'the world rejoices and is drawn to You.' Jīva answers: that comes from a different state of mind altogether. It does not belong to this fear-struck moment, so it does not turn this moha into love.
'हे हृषीकेश, उचित ही है कि तेरे कीर्तन से जगत् हर्षित और अनुरक्त होता है' — इत्यादि जहाँ अनुराग दिखता है, वह तो एक भिन्न भाव-अवस्था के कारण है (इसलिए वह आपत्ति यहाँ नहीं लगती)।
