L1definition
nirvedaḥ krodha-vaśyatvād ayaṁ vyavahito rateḥ ||
krodha-vaśyatvātbecause it is under the sway of anger ablative of cause; -vaśyatva = 'the state of being controlled by'क्योंकि यह क्रोध के वश में रहता है
ayaṁthis oneयह (निर्वेद)
vyavahitaḥis held apart, kept at a distanceव्यवहित है, बीच में अन्तर पड़ जाने से दूर हट गया है
rateḥfrom rati (the love that is the sthāyin) ablative of separation with vyavahitaरति से (दूर)
ayaṁ nirvedaḥ — this despondency; krodha-vaśyatvāt — because it is under the sway of anger; rateḥ — from rati; vyavahitaḥ — is held apart.
This nirveda (despondency) is under the control of anger. Because of that, it is kept at a distance from rati, the loving mood. It does not stand next to love.
nirveda here is the vyabhicāri-bhāva of self-deprecation / despair being classed. The point of L1-L2: this particular nirveda, tied to anger, is an inferior (avara) one.

It does not even rise to being a limb of the two rasas. Because it never attains that supporting role, it is reckoned inferior.

Kṛṣṇa was licking the worlds again and again with his many blazing mouths.
An udāharaṇa (2.4.213-214) of the avara nirveda defined in L1-L2 — the inferior despondency that, being bound to anger and to the secondary raudra-rasa, never becomes a limb of rati. Arjuna, beholding the terrifying universal form, withers and forgets himself.

In the verse 'nirveda...', Jīva says the 'krodha' (anger) spoken of is krodha-rati — anger settled into an abiding emotion, not a passing flare.

And that krodha-rati, Jīva notes, is the sthāyin of the raudra-rasa — and raudra is a secondary rasa. So the standing this nirveda reaches is only a secondary one.

Viśvanātha, like Jīva, takes the 'krodha' of the verse to mean krodha-rati — anger as an abiding emotion.

And that krodha-rati is the sthāyin of the secondary raudra-rasa. So, Viśvanātha concludes, what happens here is a strengthening of that secondary rasa. (Where Jīva simply calls the role 'secondary,' Viśvanātha frames it as 'nourishing the secondary' — the two are left as they stand.)

jaganti — jagad-varti-samasta-jantūn; daṁṣṭrā karaṇena sphuṭam uttamāṅgaṁ śiro yatra tathā — with fangs by which heads burst; prāṇi-mātra-carvaṇa-kartāram — [Kṛṣṇa as] chewer of every creature.
Viśvanātha unpacks the verse: 'jaganti' means all beings living in the world; with his fangs — the instrument — every creature's head bursts. So the verse is picturing Kṛṣṇa as one who, with those fangs, chews up every living being.
