cittasya mīlanaṁ bahir-vṛtty-abhāvaḥ ||
cittasya mīlanaṁthe 'shutting-down of the mind' [in the verse] pratīka — Jīva and Viśvanātha pick up the verse's citta-mīlana to say what it amounts toचित्त का मुँदना (श्लोक के 'चित्त-मीलन' को उठाकर उसका तात्पर्य बताते हैं)
bahir-vṛtty-abhāvaḥmeans the stopping of all outward mental activityबाहरी वृत्तियों का अभाव है
cittasya mīlanaṁ — the shutting-down of the mind; bahir-vṛtty-abhāvaḥ — is the stopping of outward mental activity.
Jīva and Viśvanātha gloss the verse's phrase: the mind's shutting-down means that its outward-turned functioning stops — the mind no longer reaches out to external objects.
