māṁ dṛṣṭvā ... uktavantaṁ śrī-kṛṣṇaṁ prati jaṭilā āha — to Kṛṣṇa, who had asked 'seeing me, why are you upset?', Jaṭilā replies; nirdhautānāṁ = kṣālitānāṁ; tri-jagad-varti-mādhurīṇāṁ dhurīṇā vadhūḥ śrī-rādhikā mama pārśve nivasati — the bride Śrī Rādhikā, foremost of the three worlds' sweet charms (which she has eclipsed), dwells at my side.
Viśvanātha sets the scene: Kṛṣṇa had asked Jaṭilā, 'On seeing me, why are you upset?', and she answers him. He then unpacks the words — nirdhauta means 'washed out, eclipsed', and the sweet charms are those of the three worlds. So: the bride, Śrī Rādhikā, foremost of all those charms that she herself outshines, lives right at my side.
Viśvanātha names the speaker as Jaṭilā and the bride as Śrī Rādhikā, and glosses the verse's akhila-dharaṇī ('whole earth') as tri-jagad-varti ('present in the three worlds'). Source anomaly: the printed segment reads 'tirjagad-', a typo for tri-jagad-.

he caṭula — O restless one; tvam antar-goṣṭhe goṣṭha-madhye — you, right in the middle of the enclosure; netrasya tri-bhāgaṁ kaṭākṣaṁ naṭayan — setting the eye's third-part, the sidelong glance, dancing; niḥśaṅkaṁ san bhramasi — being unabashed, you roam about.
O restless one — right in the middle of the cowherd enclosure, you set the corner of your eye (the sidelong glance) dancing and roam about without a trace of shame.
Viśvanātha glosses netra-tribhāga, 'the third-part of the eye', as kaṭākṣa, the sidelong corner-glance.

tasmāt kathaṁ mama ākulatvaṁ na bhaviṣyati — therefore, how would my agitation fail to arise?
So — how could I possibly not be agitated? Viśvanātha turns the verse's double negative ('whence my calm?') into its plain force: of course I am upset.
Viśvanātha recasts the mūla's 'from where would my calm come?' as 'how would my agitation not arise?' — the same import stated positively.
