kṣitipa-lakṣaiḥ bhuktvā ujjhite tyakte nṛpāsane — on the throne that lakhs of kings enjoyed and then left behind; amī khalāḥ — these wicked men; ajāṇḍa-koṭiṣu prabhuṁ śrī-kṛṣṇaṁ — Kṛṣṇa, the Lord over millions of universes; śṛṇvatāṁ naḥ asmākam agre — in front of us who are listening; kaṭākṣayanti = kuṭila-dṛṣṭi-viṣayī-kurvanti = avajānanti — they sneer at, i.e. despise, him; ity arthaḥ.
Viśvanātha runs the whole sentence in order. That throne — lakhs of kings enjoyed it and then dropped it; it is a discarded seat. On it these wicked men sit. And Kṛṣṇa, the Lord over millions of universes, is the one they sneer at — right in front of us who are standing here listening. 'kaṭākṣayanti' again means: they make him the target of a crooked glance, that is, they despise him.
Viśvanātha supplies the antecedents the verse leaves implicit: prabhum = Śrī Kṛṣṇa, and naḥ = 'us', standing 'in front' (agre) — so the insult is delivered to Kṛṣṇa in the very presence of his devotees, which is what stings Baladeva.
