Śleṣa on gatiḥ: the verse's gatiḥ means 'the decisive recourse', but for a tree Jīva lets it also mean 'motion' — a tree can move, so motion alone would not decide the case; the spotless radiance (next sentence) does.

Viśvanātha draws out the picture: this is no cloud. On a real cloud the moon riding above it is spotted. But here the dark, shining body plays the part of the cloud, and the 'moon' above it is his face — and that face-moon has no spot at all. Map it: cloud = the lustrous body; moon = the face; the giveaway = a real cloud's moon is stained, his is flawless. So it cannot be a cloud.
A viśeṣa metaphor, not a suspended alternative: the dark radiant body stands in for the megha (cloud), the face for the candra (moon). The distinction that decides the case is spotted-moon (on a real cloud) versus spotless face-moon (here).
