You don't even notice that your peacock-plume has slipped clean off your head.
An udāharaṇa of vimarṣa (= vitarka, deliberation/reflection), one of the thirty-three vyabhicāri-bhāvas — see the lead-in, 'tatra vimarṣād.' The speaker is Madhumaṅgala, teasing Kṛṣṇa (so Viśvanātha); Jīva confirms the mood 'culminates in vitarka alone.'

And you don't even feel the garland on your neck, though it was put on right before your eyes.

O finest bee drawn to the lotus of Rādhā's eyes — this dazed state of yours is plainly the mounting force of her glance. (The disarray is the effect; her glance's power is the inferred cause.)

atra vyāpti-grahaṇaṁ pūrva-pūrva-anubhavena jñeyam — here the grasp of the invariable rule is to be understood as coming from repeated prior experience.
The inference rests on a vyāpti — a fixed rule that this disarray always follows from Rādhā's glance. Jīva says that rule is known from many earlier experiences of the same thing.
vyāpti (invariable concomitance) is the logicians' term for the pervasion that licenses an inference — smoke-therefore-fire. Here it grounds Madhumaṅgala's deduction.

jñātatayā nirdeśaḥis stated as though it were a settled, known fact jñātatayā instrumental of manner — 'in the mode of the known'जानी हुई बात के रूप में किया गया कथन
tasya avahitthā-akhaṇḍana-artham evaonly so as not to shatter his concealment (avahitthā) artham = purpose, 'for the sake of'; eva restricts — 'only for that'केवल उसकी अवहित्था को न तोड़ने के लिए
kṛtaḥis madeकिया गया
na tu vastutaḥbut not because it is really settledवास्तव में नहीं
unnītam iti jñātatayā nirdeśaḥ tasya avahitthā-akhaṇḍana-artham eva kṛtaḥ, na tu vastutaḥ — the word 'unnītam' is phrased as a known fact only to keep his concealment intact, not because the matter is actually settled.
The word 'unnītam' sounds as if the point is fixed and proven. Jīva explains it is put that way only so as not to break Kṛṣṇa's dissembling (avahitthā) — not because it is truly settled. Underneath, it is still a guess.
avahitthā ('concealment of one's real feelings') is itself a vyabhicāri-bhāva. The teasing is worded confidently so it does not force Kṛṣṇa to drop his cover.

vitarka eva paryavasyatiit comes to rest precisely in vitarka (deliberation) eva marks that the mood settles into vitarka and nothing firmerवितर्क में ही जाकर ठहरता है
atra ca sati, 'tat idam asya iṅgitāt nirṇeṣyate' iti vitarka eva paryavasyati — this being so, the thought 'this will be settled from his gesture' comes to rest in nothing but vitarka.
So the whole thing settles into vitarka — deliberation. The speaker is really thinking, 'I'll know for sure from how he reacts.' That is the vimarṣa this verse illustrates.
vitarka (reasoned deliberation) is Jīva's name for the vimarṣa flagged in the lead-in — the sañcāri-bhāva the udāharaṇa serves.

But that the 'she' behind the glance is Rādhā is not stated outright — it is settled here by the force of the surrounding context.

Viśvanātha paraphrases: 'You didn't even notice the garland I hung on you myself. So, my Vṛndāvana elephant-calf, I conclude this is nothing but the mounting prowess of Rādhā's glance.' Note he binds rādhā-netra-bhramara-vīrya into one word — 'the power of the eye-bee' — and reads unnati as parākrama, 'prowess.'
