Now the transient mood called vitarka. It is the working-out of the mind — reasoning a thing through — that springs from deliberation, from doubt, and from the like.
हेतु का पर्यालोचन, संशय और (विपर्यास आदि) — इन दशाओं से जो भाव उठता है, उसे वितर्क कहते हैं। इसी को ऊह भी कहते हैं।

Now Jīva ties it together. After any one of these three — deliberation, doubt, or error — the mind reasons the matter out, weighing it so as to settle what the thing really is. That reasoning is vitarka. That is the verse's meaning.
उन विमर्श, संशय, विपर्यास आदि के पीछे-पीछे वस्तु के असली तत्त्व को निश्चित करने के लिए जो ऊह अर्थात् विचार उठता है, वही वितर्क कहलाता है — यही श्लोक का तात्पर्य है।

Jīva now shows how the reasoning works in each case. After considering the reason (case one), the mind grasps the invariable rule: having noticed the smoke, it recalls 'wherever there's smoke there's fire — like in a kitchen.'

And so comes the conclusion — 'therefore it has fire.' That is how the reasoning runs after deliberation. But after doubt (case two), the reasoning takes a different shape: now the mind looks for a reason to decide the matter.
'इसलिए यह अग्निवाला है' — इस रूप वाला निर्णय यहाँ समझना चाहिए। परन्तु संशय के बाद जो विचार होता है, वह हेतु का पर्यालोचन ही होता है।
