What respectable, well-born woman would ever crave that libertine of the cowherd village? The gopī speaks as if repelled by him. On the surface it is scorn; underneath it is longing she is hiding.
भला कौन-सी कुलवधू उस व्रज के 'भुजंग' की कामना करेगी? ऊपर से अर्थ है 'साँप', परन्तु ढके हुए अर्थ में वही रसिक कृष्ण। यह एक गोपी दूती से कह रही है।
An udāharaṇa of jaihmya (crookedness — crooked, covering speech) and hrī (shame, bashfulness), the two vyabhicāri-bhāvas named in the lead-in 'jaihmya-hrībhyāṁ, yathā—' (2.4). It is spoken by a gopī to a messenger. The śleṣa turns on bhujaṅga: 'serpent' on the plain reading (so one shudders in fear at its memory), 'paramour, rake' on the covered reading — the crooked speech (jaihmya) is exactly this pretense of loathing a 'snake' when she means a lover.

O messenger, at the mere memory of him my whole body breaks out in gooseflesh — out of fear, she says. That is the alibi. The thrill is real; the 'fear' is the cover story she gives it.

The horripilation (romāñca) is the tell: a rapture-symptom of love, which the gopī re-labels as a fear-response. This is where the hrī (shame that will not admit the love) and jaihmya (the crooked cover) become visible — spelled out by Viśvanātha in s5.
