Viśvanātha sets up the verse: Kṛṣṇa wanted the love-play, and the gopīs wanted to give it. So now the text describes what they did — beginning 'sabhājayitvā'.

sabhājayitvā tad-ucitair bhāvaiḥ sammānya'having honored' = having shown him respect with gestures suited to the momentसभाजित करके अर्थात् उसके योग्य भावों से सम्मान करके
"pūrvaṁ naḥ santyajya gataḥ, samprati evaṁ ceṣṭate" iti praṇaya-kopa-gopanārthamin order to hide their love-anger — the thought 'earlier he left us and went off, and now he acts like this!'"पहले हमें छोड़कर चला गया, और अब ऐसा व्यवहार करता है" — इस प्रणय-कोप को छिपाने के लिए

taṁ anaṅga-dīpanaḥ — him who inflames their desire; sahāsa-līlekṣaṇa-vibhrama-bhruvā — with the flirting eyebrow driven by laughing playful glances; tad-ucitair bhāvaiḥ sammānya — honoring him with fitting gestures; praṇaya-kopa-gopanārtham — to conceal their love-anger; aṅka-kṛta-aṅghri-hastayoḥ saṁsparśanena — by touching the feet and hands set on their laps; saṁstutya — and praising: 'your hands and feet are so wondrously cool that their touch quenches our burning'

Viśvanātha decodes the scene. The 'inflamer of desire' is Kṛṣṇa, who lights their longing. They honor him with fitting gestures and flirting eyebrows. But underneath is love-anger — 'first he ran off and left us, and now he carries on like this!' — which they mean to cover over. So they stroke his hands and feet resting on their laps (his doing, or theirs) and pile on praise: 'How marvelously cool your hands and feet are — one touch and our fever is gone!'
हँसी-भरी लीलामय चितवन से विलास दिखाती हुई भौंह से, काम को उद्दीप्त करने वाले उस कृष्ण को उसके योग्य भावों से सम्मान करके, "पहले हमें छोड़कर चला गया, अब ऐसा व्यवहार करता है" — इस प्रणय-कोप को छिपाने के लिए, उसी के द्वारा उनकी गोद में रखे गए अथवा उन्हीं के द्वारा अपनी गोद में धारण किए गए चरणों और हाथों के स्पर्श से स्तुति करके (वे बोलीं) — "अहो! तुम्हारे हाथ-पैरों की शीतलता अपूर्व है, जिसके स्पर्श से हमारा ताप शान्त हो गया।"
The whole speech is vyāja-stuti (praise that is really a jab). The 'praise' of his coolness is the opening of the taunt completed in the next segment.
यह पूरा वचन व्याज-स्तुति है (ऐसी प्रशंसा जो वस्तुतः व्यंग्य है)। उसकी शीतलता की यह 'प्रशंसा' उस ताने का आरम्भ है, जो अगले खंड में पूरा होता है।

sadā sukhī vidhur evāsi"'always happy — you are just the moon (vidhu)!' śleṣa: vidhu = the ever-cool moon, and by that a being who never feels burning — the sting is that the cool moon cannot know their feverसदा सुखी विधु अर्थात् चन्द्रमा ही हो" — वह शीतल चन्द्रमा जो कभी नहीं जलता

"tasmāt tvaṁ satyaṁ santāpa-duḥkhānabhijñaḥ — इसलिए तुम सचमुच संताप-दुःख से अनजान हो; sadā sukhī vidhur evāsi" — सदा सुखी विधु (चन्द्रमा) ही हो; iti vyāja-stutyā — इस व्याज-स्तुति से; īṣat kupitāḥ satyaḥ — कुछ कुपित हुई स्त्रियाँ; babhāṣire — बोलीं
Viśvanātha finishes the taunt: 'So you can't know suffering at all — always cheerful, you're nothing but the cool moon!' That is the sting: the moon stays cool and never burns, so it cannot feel their fever. With this back-handed praise, a little angry, the gopīs spoke.
"इसलिए तुम सचमुच संताप-दुःख से अनजान, सदा सुखी विधु अर्थात् चन्द्रमा ही हो" — इस व्याज-स्तुति के द्वारा कुछ कुपित होकर वे बोलीं।
vidhu names the moon, whose constant coolness becomes the barb: one who never burns cannot know the burning of separation. That double edge is what makes the whole thing jaihmya (crooked speech), the quality this verse illustrates.
'विधु' चन्द्रमा का नाम है, जिसकी निरन्तर शीतलता ही यहाँ ताना बन जाती है — जो कभी जलता ही नहीं, वह विरह की जलन को क्या जाने। यही दुधारी बात इस पूरे कथन को जैह्म्य (कुटिल वचन) बनाती है, वही गुण जिसे यह श्लोक दर्शाता है।
