She catches sight of her boy coming home from Vṛndāvana. At once her breasts let down and stream with milk. The verse names her only in L2 — for now we just see the mother's body responding before she can speak.
An udāharaṇa (illustrative verse) of harṣa (upsurging joy), here the variety born of seeing the beloved (priya-darśanaja), a vyabhicāri-bhāva of the caturtha-laharī; the lead-in reads "atra priya-darśanajo, yathā—", "here [joy] born of seeing the dear one, as follows."

The queen of Gokula — Yaśodā — becomes covered head to foot in gooseflesh. She is overwhelmed, undone. So the whole verse shows two bodily signs of joy at once: the milk letting down (L1) and the hair standing on end (L2).

pulakaiḥwith bristling hair instrumental — carried straight over from the verseरोमांच के द्वारा (मूल पद से सीधे लिया गया)
saṅkulāthe word saṅkulā, 'covered all over'साङ्कुला (जो भरी हुई है)
vyāptāmeans pervaded, i.e. covered through and throughव्याप्त — अर्थात् भर गई
āsītshe becameहो गई
saṅkulā — [the verse's word] saṅkulā; vyāptā — means pervaded / covered through and through; pulakaiḥ — with bristling hair; āsīt — she became.
Viśvanātha gives one word: he reads the verse's saṅkulā as vyāptā — pervaded. So "covered with gooseflesh" means the horripilation ran over her whole body, leaving no part untouched.
