Viśvanātha first gives the backstory: after playing in Mahāvana, Kṛṣṇa wished to play in Vṛndāvana, and by his own will fearsome, countless wolves sprang up there to frighten the boys — a story told in the Harivaṁśa. Following it, Rūpa writes the verse. Then he glosses: the wolves are 'petty tigers'; their 'roar breaking out' is the terrible sound; it is a 'calamity by way of the ears'. Hearing it, the very clever Yaśodā kept her son 'moving in the courtyard of her eyes' — that is, right in front of her eyes. And 'ācacāra' simply means 'she made him stay so'.
