ūrmiḥ yathā — just as a wave; samudrāt utpadya — arising from the ocean; samudram eva vardhayati — swells that very ocean; paścāt tatra eva līnaḥ bhavati — afterward dissolves right there; tadvat — likewise; vyabhicāri-bhāvāḥ api — the passing feelings too; sthāyinaḥ sakāśāt utpadya — arising from the lasting emotion; enam vardhayanti — swell it; paścāt tatra eva līnāḥ bhavanti — afterward dissolve right there; iti arthaḥ — that is the meaning.
Viśvanātha unfolds the wave-image. A wave rises out of the ocean, swells that same ocean, and then sinks back into it. Map it across: the wave is a passing feeling, the ocean is the sthāyi-bhāva, the lasting emotion. In just the same way the passing feelings arise out of the lasting emotion, make it swell, and afterward dissolve right back into it. The point of the comparison is this rise-swell-return; it does not make the feelings separate from the emotion they come from and return to.
