This is a Hari-vaṁśa verse (2.30.63) held up as an example of a sāttvika-bhāva: the change of color (vaivarṇya) that anger throws onto the body. It paints Kaṁsa in the grip of rage. His lips are trembling. The rim of his lower lip has flushed red. Every phrase here is a genitive hanging on the "his face" that the next line will deliver.
उस कंस के ओठ फड़कने लगे। उसके नीचे के ओठ का किनारा लाल पड़ गया। ये दोनों विशेषण उसी की दशा बता रहे हैं।
An udāharaṇa of vaivarṇya, the change of complexion, one of the sāttvika-bhāvas of Dakṣiṇa-vibhāga 2.3 — here arising from krodha (anger), as the lead-in flags ("tatra krudhā").

Now the sentence lands. At that moment Kaṁsa's face, because of his rage, comes to look like the red sun. The redness of the lower lip in the first line widens into the whole face glowing red. This flush is the sāttvika response: anger driving a visible change of color across the body.
उस समय कंस का मुख क्रोध के कारण लाल सूर्य के समान हो जाता है। क्रोध ही उसके मुख का रंग बदल देता है।
