niśamayataḥ hari-caritaṁ — for one hearing the pastimes of Hari; asya hṛdi — in his heart; sukha-duḥkha-ādayaḥ bhāvāḥ — the feelings, joy and sorrow and the rest; na hi [jātāḥ] — did not arise at all.
Here is a man listening to Hari's pastimes. Yet not one real feeling — no joy, no sorrow, nothing of the kind — rose up in his heart.
An udāharaṇa (illustrative verse) of a sāttvika-ābhāsa — a mere semblance of a sāttvika-bhāva. The bodily sign (tears) shows up without the underlying feeling. Jīva's commentary makes the point explicit: the sign here comes from habit (abhyāsa), not from genuine emotion (see his s4).

Because he never really entered into it, no feeling was born in him. So then — how did the tears keep streaming down without a pause?
This is the puzzle the verse poses: the tear (asra) is one of the eight sāttvika-bhāvas, but here it flows while the heart stays cold. The commentators resolve it as an ābhāsa.

Jīva picks up the verse by its opening word, 'niśamayataḥ,' and begins to unpack it.

anabhiniveśāt picchilatvān nahi bhāvā jātāḥ |
anabhiniveśātbecause of [his] non-absorptionतल्लीनता न होने के कारण
picchilatvātthat is, because his heart was slippery — nothing stuck Jīva's gloss on anabhiniveśa: picchila = 'slippery,' the mind gives no gripक्योंकि (मन) चिकना (फिसलनदार) है — मन कहीं टिकता ही नहीं

anabhiniveśāt picchilatvāt — because of non-absorption, i.e. a slippery [heart]; na hi bhāvāḥ jātāḥ — no feelings arose.
Jīva explains 'non-absorption' as slipperiness: the man's heart is slick, so nothing takes hold. That is why no real feelings arose in him.

The speaker adds: I have watched him over and over, and his heart never really engages. So Jīva reads the verse as spoken by an onlooker sure of the man's detachment.

tathāpi 'katham asram aśrāntam asravat' iti yad uktam — even so, the question raised, 'how did the tireless tear flow?'; tat khalu abhyāsa-paratvāt eva — that is surely due to mere habit alone; iti vyañjitam — this is what is suggested.
So how do the tears keep coming? Jīva's answer: only from habit. The man has wept at these stories so often that the tears now flow on their own, with no feeling behind them. And notice — the verse does not say this outright; it only hints it. That is why the tears here are a semblance, not the real sāttvika-bhāva.
