Now Rūpa turns to the niḥsattva signs — the sattva-less ones. He names two kinds of person in whom they show up. First, someone whose heart is by nature slippery. Second, someone who works hard at the practice of weeping.

The lakṣaṇa-verse for niḥsattva — bodily signs (tears, bristling hair) that appear with no real sattva behind them at all. Introduced by the lead-in 'atha niḥsattvāḥ', 'now the sattva-less ones.'

Jīva unpacks the word 'slippery' (picchila). Such a heart is loose on the surface but hard within. Because that is its make-up, it never sits firm anywhere.

Jīva marks off 'slippery' from mere 'looseness'. Looseness is soft through and through, inside and out, so it clings to whatever it touches. Slipperiness, by contrast, is hard within though loose on top. That is how the two differ.

dhāraṇā-viśeṣasya apekṣyasyaof the special concentration, which is required [in the practice case] genitive; apekṣya = 'the thing that has to be supplied'उस विशेष धारणा का, जिसे (यहाँ) अध्याहार से लाना पड़ता है
viśeṣaṇatva-āpātātbecause it would then be forced into the role of a qualifier ablative of cause; āpāta = an unwanted consequence that 'falls out'क्योंकि (तब) उसे विशेषण बनाकर घुसाना पड़ेगा — यह अनिष्ट प्रसंग आ पड़ता है
na pṛthak ghaṭateit does not fit as a separate [clause for the practice case]इसलिए वह अलग से नहीं बैठता (पृथक् घटित नहीं होता)
sattvābhāsaṁ vināpi ity asya — this phrase 'even without a semblance of sattva'; nisarga- iti anena anvaye — when construed with 'by nature'; dhāraṇā-viśeṣasya apekṣyasya viśeṣaṇatva-āpātāt — because the special concentration that the practice-case requires would then be forced to become a qualifier; na pṛthak ghaṭate — does not fit as a separate clause; iti — so he says.
A construal point. The phrase 'even without a semblance of sattva' belongs with the 'by nature' case. If you tried to attach it to the practice case as well, the special concentration that that case depends on would get dragged in as a qualifier, and then the phrase could not stand as its own independent clause. So it does not fit separately.
The knot: in the naturally-slippery person the signs really do come with no sattva behind them. In the practice case they come by a deliberate dhāraṇā, so 'without any semblance of sattva' cannot be repeated cleanly there — the required concentration would have to be smuggled in as a qualifier.
