latā-puñjāt atarkitam milantaṁ harim — Hari, unexpectedly coming to meet her out of a thicket of creepers; ālokya — on seeing [him].
She catches sight of Kṛṣṇa. With no warning he steps out of a thicket of creepers to join her. The moment of the sudden seeing is what triggers what comes next.
An udāharaṇa of a sāttvika-bhāva arising from sukha (joy) — per the lead-in tatra sukhena, 'there, [beginning] with joy' — one of the causes of the sāttvika-bhāvas set out in this third laharī (2.3). The bodily sign it illustrates is stambha, the stunned stillness of sudden delight.

The vraja woman stood there, her limbs frozen still and her mind emptied of all awareness. And so stilled, she shone. The joy of the sudden sight stuns her body into stillness — that stunned stillness is the sāttvika sign the verse is illustrating.
niścalāṅgī (limbs unmoving) plus jñapti-śūnya-manā (a blanked mind) together picture stambha, the stupefied stillness born of joy — the sāttvika-bhāva this example verse is placed to show.
