Jīva heads off a misreading. She is not condemning joy as such. What she blames is one property of it — that it floods her with tears. The joy itself, in its own nature, she does not fault at all.
जीव गोस्वामी कहते हैं — निन्दा आनन्द के स्वरूप पर नहीं है। निन्दा तो आनन्द के इस धर्म पर है कि वह आँसुओं का सैलाब बरसाता है। यही धर्म निन्दनीय रूप में कहा गया है, आनन्द स्वयं नहीं।
svarūpa here = the thing's own essence, as against a mere property (dharma) it happens to carry; the blame lands on the property, not the essence.
यहाँ स्वरूप का अर्थ है वस्तु का अपना सार — उस धर्म के विपरीत जो वह मात्र धारण करता है। निन्दा धर्म पर पड़ती है, सार पर नहीं।

Jīva backs the point with a stock maxim: when you forbid (or enjoin) something that comes with a qualifier, the force of the ban falls on the qualifier, not on the base thing. So here 'joy-that-floods-with-tears' is blamed — the blame lands on 'floods-with-tears', not on 'joy'.
जीव गोस्वामी एक न्याय देते हैं — जब विधि या निषेध किसी विशेषण के साथ जुड़े हों, तो वे विशेष्य को छोड़कर विशेषण पर ही जा टिकते हैं। इसी न्याय से राधा की निन्दा आनन्द (विशेष्य) पर नहीं, आँसू-बरसाने वाले धर्म (विशेषण) पर पड़ती है।
Why cited: A nyāya adduced to prove that her blame targets the qualifier (the tear-flooding), not the joy itself — so joy's own nature is left unfaulted.
