When the whole community of Vraja had been protected by Kṛṣṇa, the slayer of Baka. This sets the scene: Kṛṣṇa has just saved the cowherds — and we are about to watch what that did to Indra.
जब बकासुर के शत्रु कृष्ण ने व्रज-कुल की रक्षा कर दी। यही वह अवसर है जिस पर पूरा पद्य टिका है। 'रक्षिते' कर्मवाच्य का रूप है और 'बकारिणा' उसका कर्ता है।
An udāharaṇa (illustrative verse) of bhī, fear, the bhāva named in the lead-in (bhīter, yathā). The scene is the Govardhana episode: Kṛṣṇa's protection of Vraja is the cause; Indra's fear is the effect the verse displays.

He did it by lifting up the best of mountains, Govardhana, as sheer play. The word līlayā is the sting: what Indra hurled his whole storm at, Kṛṣṇa handled as a game.

That blackness announced the fear that had risen in his mind. Indra said nothing, but the change of color on his face told everyone he was afraid. This is bhī shown through the body — the darkening face is the tell.
मन में उठे हुए भय को उस कालिमा ने कह दिया। जीव 'ऊचिवान्' का अर्थ 'सूचितवान्' अर्थात् संकेत कर दिया करते हैं — जिस भय को मन ने छिपाया, उसे बाहरी श्यामता ने प्रकट कर दिया।
The whole verse illustrates bhī, fear: the subject is kālimā (the darkening of the face), and the fear itself stays in the mind (manasi) — the outer sign 'speaks' the inner state.
पूरा पद्य भय (भी) को दिखाता है — कर्ता कालिमा (मुख का काला पड़ना) है, और भय स्वयं मन (मनसि) में ही रहता है; बाहरी चिह्न भीतरी भाव को 'कह देता' है।

Jīva sorts out the grammar: the blackness (kālimā) is the subject of the sentence, not Indra. He names bala-ripu as Indra, reads bhavan as 'breaking out,' and glosses ūcivān as sūcitavān — 'indicated.' So the point is that the darkness on Indra's face gave away the fear he was carrying inside.

Viśvanātha lays out the full sentence in order. He identifies the 'best mountain' as Govardhana and udasya as 'having lifted up.' He spells the opening as a locative absolute — 'once Vraja had been protected.' Like Jīva, he takes kālimā as the subject, bhavan as 'arising,' and ūcivān as sūcitavān, 'indicated.' The reading is the same: the darkening face of Indra betrayed the fear that had risen inside him.
