śvetīkṛtā iti — [the verse] 'śvetīkṛta...'.
Jīva picks up the verse by its first word, 'śvetīkṛta...', to begin his comment.
A pratīka: the opening word cited on its own to name the verse under discussion.

Jīva backs the image up: the Mokṣa-dharma's Nārāyaṇīya section, in its description of the people of Śvetadvīpa, says the following.
The Mokṣa-dharma and its Nārāyaṇīya are parts of the Mahābhārata's Śānti-parva.

The passage: the men of Śvetadvīpa are white, free of all suffering, and so bright that sinful people cannot bear to look at them.

Why cited: Scriptural warrant that Śvetadvīpa's inhabitants are described as white — grounding why whitened Gokula could be mistaken for Śvetadvīpa.

Jīva then opens a second reading. The Bhāgavata (11.15.18) says that one who fixes the mind on Kṛṣṇa, lord of Śvetadvīpa, 'attains whiteness', and its commentary glosses that whiteness as purity of form. Going by that, the word śveta here should be taken to mean śuddha-sattva, pure goodness. And if you read it that way, the whole verse becomes a śleṣa — a poem working on two meanings at once, 'white' and 'pure goodness'.
Jīva foregrounds the śleṣa: the surface reading (Gokula's people turned literally white with grief) and the second reading (they became śuddha-sattva, pure goodness) stand together. He offers this as an alternative construction, not a replacement — it is left open, not resolved.
