hṛṣyat-tanūruho bhāva-pariklinnātma-locanaḥ ||
hṛṣyat-tanūruhaḥhis bodily hairs bristling up bahuvrīhi describing Akrūra — 'he whose body-hairs were standing on end'; this is romāñca, horripilationजिसके शरीर के रोम हर्ष से खड़े हो गए — अर्थात् जिसे रोमांच हो आया
bhāva-pariklinna-ātma-locanaḥhis body and eyes wet, melted through with ecstatic feeling bahuvrīhi; bhāva = the surge of emotion is the cause that soaks (pariklinna) both body (ātma) and eyesजिसका शरीर और नेत्र भाव के उमड़ने से भीग गए — क्योंकि भाव ही भिगोने का कारण है
hṛṣyat-tanūruhaḥ — his body-hairs bristling up; bhāva-pariklinna-ātma-locanaḥ — his body and eyes soaked through with ecstatic feeling
His body-hairs stood on end, and his body and eyes were wet, melted through with a rush of feeling. This is the udāharaṇa opening: two sāttvika signs, horripilation and tears, showing on the body at once.
An udāharaṇa of sāttvika-bhāvas arising from harṣa (joy), from Bhāgavatam 10.39.56-57 — the transformations that broke out on Akrūra as he neared Kṛṣṇa. The lead-in 'harṣād, yathā tatraiva' marks joy as their cause. The verse displays several of them together: horripilation, tears, and a choked voice.

astauṣīthe offered praise main verb; subject is sātvataḥउसने स्तुति की — कर्ता है सात्वत (अक्रूर)
sattvam ālambyasteadying himself, taking hold of his composure first gerund; sattva here = inner steadiness, leaned on before he could speakभीतरी धैर्य का सहारा लेकर — बोलने से पूर्व उसने अपने सत्त्व को थामा
sātvataḥthe descendant of Sātvata — the subject who does all thisसात्वत, अर्थात् अक्रूर
sātvataḥ — the descendant of Sātvata; sattvam ālambya — having taken hold of his composure; girā gadgadayā — with a choked voice; astauṣīt — offered praise
The descendant of Sātvata first steadied himself, and then, in a choked and faltering voice, offered his praise. The faltering voice is another sāttvika sign; 'steadying himself' shows he had to gather his composure before he could speak at all.

He bowed with his head, and then, attentive and with his palms joined, he praised slowly. The bodily transformations do not stop the devotion — he still bows, folds his hands, and offers his prayer, only slowly and with effort.

sātvato’krūraḥ ||
sātvataḥ akrūraḥ'the descendant of Sātvata' means Akrūraयहाँ 'सात्वत' का अर्थ है अक्रूर
sātvataḥ — the descendant of Sātvata; akrūraḥ — [i.e.] Akrūra
Jīva and Viśvanātha simply identify the subject: 'sātvataḥ,' the descendant of Sātvata, is Akrūra — so it is Akrūra who shows all these signs and offers the prayer.
