An udāharaṇa of sveda — perspiration, sweat breaking out on the body — as a sāttvika-bhāva arising from krodha (anger); the illustration set up by the lead-in 'krodhāt, yathā' at 2.3.31. The drops that 'fall from his body' below are read as sweat, not rain.

On the plain reading, says Jīva, 'standing even above the clouds' just means Garuḍa was posted far off — high up, away from the rain. It does not mean he had gone into the clouds' downpour. So the drops on him cannot be rain he flew through; they are his own sweat.
'बादल के ऊपर स्थित होने पर भी' — इस पद का स्वाभाविक अर्थ यह है कि गरुड़ दूर (ऊँचाई पर) खड़ा था, तो भी। यह अर्थ नहीं कि वह उस (वर्षा की) लीला के भीतर प्रविष्ट हो गया था।

But if you read the line as a virodha-alaṅkāra — a staged contradiction — then the api is no longer optional; it is essential. It is precisely the 'even above the clouds' that makes 'cloud-water fell from his body' sound impossible, and that impossibility is the whole ornament: rain-drops from someone up above the rain. The figure works only because the api forces the contradiction, which the reader then resolves as sweat. Jīva leaves both readings standing.
परन्तु यदि इसे विरोध-अलंकार माना जाए, तो 'अपि' शब्द को अवश्य ही जोड़ना पड़ेगा — तब वह अनिवार्य हो जाता है।
virodha-alaṅkāra: an ornament of apparent contradiction, stated to be resolved. Here 'drops of cloud-water fell from the body of one standing above the clouds' reads as a contradiction on the surface, dissolved once one sees the drops are sweat born of anger.
