Viśvanātha picks up the verse by its opening words, "tato'tikutuka," and then comments.

udvṛtam utpanna-ceṣṭam"stirred up" means its activity had sprung up Viśvanātha reads udvṛtta as utpanna-ceṣṭa — activity arisen; this is the opposite of Jīva's utsanna-ceṣṭa (activity ceased). Do not merge the two.'

yasya saḥhe of whom this is true closes the bahuvrīhi — Brahmāजिसका (ऐसा मन) है, वह — ब्रह्मा (बहुव्रीहि का समापन)
atikutukena — because of intense wonder; udvṛtam utpanna-ceṣṭam — [the sense-faculty was] stirred up, i.e. its activity had sprung up; punaḥ prema-ārdrī-bhūtam stimitam — and then, melted soft by love, gone still; ca — and; ekādaśa-indriyaṁ manaḥ yasya saḥ — he whose eleven-fold sense, the mind, was so
Viśvanātha resolves the same bahuvrīhi. But he reads "stirred up" (udvṛtta) as the activity springing up — the opposite of Jīva, who read it as the activity ceasing. He agrees that "gone still" (timita) means melted soft with love, and that the "eleven senses" is the mind. So: Brahmā, whose mind first surged up in wonder and then melted still in love.
Compare Jīva on the same word: Jīva glosses udvṛtta as utsanna-ceṣṭa ("activity ceased"), Viśvanātha as utpanna-ceṣṭa ("activity arisen"). The two readings are genuinely opposed and are left standing side by side.

pūr-devīnāṁ nikaṭe astiis set near the city-goddesses Viśvanātha reads pūr-devī as plural — the goddesses of the town'पुर-देवी' को विश्वनाथ बहुवचन में लेते हैं — नगर की देवियों के समीप है
yathā putrikājust as a doll [stands there]जैसे कोई पुतली (गुड़िया)
bālakaiḥ kautuka-artham kṛtā puttalikāa puppet the children have made for fun kautuka-artham dative-sense purpose — "for the sake of play"बालकों द्वारा खेल के लिए बनाई गई पुतली

ajaḥ brahmā abhūtBrahmā, the unborn, became [just so]अज ब्रह्मा (उस पुतली के समान निश्चल) हो गए
yathā putrikā — just as a doll; bālakaiḥ kautuka-artham kṛtā puttalikā — a puppet children have made for fun; pūr-devīnāṁ nikaṭe asti — stands set near the city-goddesses; tathā eva — in exactly the same way; kṛṣṇasya nikaṭe ajaḥ brahmā abhūt — Brahmā became [so] near Kṛṣṇa
Viśvanātha explains the doll simile. Children make a little puppet for fun and stand it up beside the goddesses of the town; the puppet just sits there, lifeless and motionless. In the same way, Viśvanātha says, Brahmā stood beside Kṛṣṇa — as stiff and inert as that doll. The mapping: the doll is Brahmā, motionless and stunned; the presence it is set before (Kṛṣṇa) is what has stunned it. The point is only Brahmā's frozen stillness, not that he is a plaything.
