The singer's mind is flooded with love. That is where the song comes from.
उस गायिका का मन प्रेम की प्रबल उमड़ से भर उठा है। यह पद बहुव्रीहि है और आगे (L3) आने वाली 'सा' गायिका का विशेषण है।
An udāharaṇa of gīta ('singing'), one of the anubhāvas treated in this second laharī (2.2); the lead-in 'gītaṁ, yathā—' ('singing, as in—') marks it. The whole verse turns on a ḍa/la śleṣa worked out in the commentary: the single word jalatā yields two different effects depending on whether you read the ḍa or the la.

O lord of Gokula, she turns them to water. The very word 'water' (jalatā) is the hinge: for the stones it means real melting, and for the friends, by a swap of ḍa and la, it means being frozen stiff.
हे गोकुल के स्वामी! वह गायिका 'जलता' उत्पन्न कर देती है। यहाँ 'जलता' श्लेष का धुरी-शब्द है — एक अर्थ में पिघलना, दूसरे में (ड-ल के बदल से) जड़ता।

Jīva foregrounds the pun on rāga. It means the singer's deep love, and — because this is a song — it also means a musical rāga, Śrī-rāga and the others. Both readings hold at once.
'राग' शब्द के दो अर्थ हैं — एक अनुराग (प्रेम), और साथ ही श्रीराग आदि सांगीतिक राग भी।
The śleṣa fits the context: it is a gīta (song), so 'rāga' naturally carries its musical sense (a melodic mode) alongside its emotional sense (love).

How does jalatā become jaḍatā for the friends? By swapping ḍa and la. The one written word yields both readings.

This ḍa/la vinimaya is the mechanics of the verse's śleṣa: the poet writes jalatā throughout, and the reader trades ḍa for la to recover jaḍatā (stambha) where the friends are meant.

Viśvanātha unpacks the first compound. Rāga is deep love; its ḍambara he reads as autkaṇṭhya, longing; karambita means her mind is joined to it. So: she whose mind is bound up with the longing of love.
जिस गायिका का चित्त अनुराग के औत्कण्ठ्य (उत्कट लालसा) से ओतप्रोत है। यहाँ 'डम्बर' का अर्थ औत्कण्ठ्य किया गया है — यह L1 के बहुव्रीहि को खोलकर बताता है कि वह चित्त किसका है।
Viśvanātha's ḍambara = autkaṇṭhya (longing) sharpens the plain sense 'abundance/great display' toward the ache of yearning behind the song.
विश्वनाथ 'डम्बर' को औत्कण्ठ्य (उत्कट लालसा) बताकर सीधे अर्थ 'उमड़/आडम्बर' को गीत के पीछे छिपी तड़प की ओर तीव्र कर देते हैं।
