This stanza gives the lakṣaṇa of maṇḍana (ornamentation); it simply lists the items that make up the set.

kāñcī citrā — the girdle is wondrous; mukuṭam atulaṁ — the crown is matchless; kuṇḍale hāri-hīre — the earrings, whose diamonds are captivating
The girdle is a wonder, the crown has no equal, the earrings flash with mind-stealing diamonds.
The udāharaṇa (yathā) illustrating maṇḍana as an uddīpana-vibhāva of BRS 2.1.359: an illustrative verse describing the ornaments on Kṛṣṇa's limbs. Viśvanātha reads hāri-hīre as 'the earrings in which the diamond (hīra) is charming (manohāri).'

hāraḥ tāraḥ — the necklace, a strand of pearls; valayam amalaṁ — the flawless bracelet; candrā-cāruḥ catuṣkī — the pendant lovely with a moon-shaped gem
The necklace is a strand of pearls, the bracelet flawless, the four-strand pendant lovely with its moon-shaped jewel.
Viśvanātha glosses tāra as 'a row of pearls (muktā-śreṇī),' so hāras tāraḥ = the pearl-strand necklace; and he identifies the catuṣkī, moon-gemmed at the center of the necklace, as the ornament known as padaka (pendant).

And the ring is delightful, and the anklets are a whole city of sweetness — so goes the list, and all of it belongs to Aghāri, Kṛṣṇa the slayer of Agha.
aghāri = agha-ari, 'enemy of (the demon) Agha,' i.e. Kṛṣṇa; the genitive carries over into L6. Viśvanātha unpacks madhurima-pūre as madhurimṇaḥ puraṁ nagaraṁ yatra — anklets in which there is a whole city of sweetness.

It is Kṛṣṇa's own limbs that adorn the ornaments — and the ornament-mass, thus adorned, milks out beauty in return. The usual order is reversed: ornaments normally beautify the body, but here the body beautifies them, and only then do they give beauty back.

sampanno yavaḥ is the grammarians' stock example of jāti-vacana — a class-noun in the singular standing for all its instances.
