eva ('those same ones') is doing the whole job of the couplet: economy — kiṁ bahunā, why repeat, when the hero-section list already covers it (so Jīva).

A third kind of excitant is Kṛṣṇa's actions (ceṣṭā). These are his pastimes — the rāsa dance and the rest — and equally his deeds like slaying demons. Both the tender play and the heroic feats kindle the mood.

The lead-in 'tatra rāso, yathā—' picks rāsa out of this ceṣṭā list; the verse that follows (L4-L7) is its udāharaṇa.

An udāharaṇa of rāsa as a ceṣṭā-type uddīpana (2.1.344), illustrating the rāsa named in L3's lead-in. Jīva and Viśvanātha both read the whole verse as a letter (patrī) sent by the Vraja-devīs to Kṛṣṇa in Mathurā, so it is spoken in the gopīs' voice.
