Seeing clearly the suffering in Vraja brought on by the flood of rain, Kṛṣṇa resolved to bring down heaven's pride.
अति-वृष्टि के कारण व्रज-भूमि में हुए संहार को भली-भाँति देखकर, स्वर्ग का विध्वंस करना चाहने वाले (कृष्ण)।
An udāharaṇa illustrating śobhā (defined at 2.1.253): the Govardhana-lifting līlā, in which all six qualities — compassion to the lowly, rivalry with a superior, heroism, enthusiasm, skill, and truth — appear at once.

Viśvanātha reads the verse's 'atra' as 'atha ca' ('and moreover'), so that aprekṣya governs two objects — anyone his equal, and anyone fit for his wrath.
