The īśvara, the great vibhāva, is described under two heads. First, he is svatantra — independent, answering to no one. Second, his command is durlaṅghya — no one can cross it. This line defines the two; the next verse illustrates the first.
ईश्वर दो प्रकार का कहा जाता है। एक स्वतन्त्र है, अपने ही अधीन। दूसरा वह है जिसकी आज्ञा को कोई लाँघ नहीं सकता।
This is the definition (lakṣaṇa) of īśvara as a vibhāva, split into two aspects: svatantra and durlaṅghya-ājña. The lead-in numbers it '(50) īśvaraḥ'.

An udāharaṇa illustrating svatantra, the first of the two kinds of īśvara defined in L1 (2.1.176). The whole point of the example is that Kṛṣṇa's grace follows his own free will, not merit.

The favor was, of all things, the imprint of his own foot — and he gave it to the serpent Kāliya, the very snake he had subdued. The kila appeals to the famous story.

Kāliya is the serpent Kṛṣṇa danced upon in the Yamunā; the 'favor' is the mark of Kṛṣṇa's foot left on his hood.

Yet to Brahmā — who was praising him with hymns like none ever heard before — he did not grant so much as a glance. The offender got the foot-mark; the perfect praiser got nothing. That is svatantra: grace on his own terms.

Refers to the Brahma-vimohana episode, where Brahmā, having stolen the calves and boys, offers Kṛṣṇa a great stuti. The contrast with Kāliya is the engine of the verse.

sthāne ('fittingly') licenses the conclusion: the two contrasting episodes prove independence, so the Vedic praise of him as svatantra is apt.
