skhalan-nayana-vāribhir viracitābhiṣeka-śriye
skhalan-nayana-vāribhiḥby the tears streaming down from [his] eyes instrumental — the means by which the consecration-bath is performedनेत्रों से बहते हुए अश्रुओं के द्वारा (जिससे अभिषेक रचा गया)
viracita-abhiṣeka-śriyeto [the mercy] that wears the splendor of a consecration-bath made [by those tears] dative — one of several adjectives all agreeing with kṛpāyai in L4जिसके लिए अभिषेक की शोभा रची गई, ऐसी (कृपा) को
skhalan-nayana-vāribhiḥ — by the tears streaming from [his] eyes; viracita-abhiṣeka-śriye — to [the mercy that has] the splendor of a consecration-bath so performed
This is an illustrative verse (yathā vā—), so it speaks in praise. It bows to the Lord's mercy. First it describes that mercy: it wears the beauty of a royal consecration-bath, a bath poured out by the tears streaming from the eyes.
An udāharaṇa (marked by the lead-in yathā vā—) in the vibhāva-laharī (2.1), illustrating the Lord's kṛpā and his bhakta-vaśyatā — his instantly coming under his devotee's sway (see sapadi-vaśa-vartman in L4). The whole verse is a namaskāra: every adjective through L3 describes the one dative kṛpāyai, 'to the mercy,' bowed to in L4.

tvarā-bhara-taraṅgataḥbecause of the surging waves of overwhelming haste ablative of cause (so Jīva: taraṅgato hetoḥ) — the haste to protect the devotee(भक्त की रक्षा की) प्रबल शीघ्रता की तरंग के कारण
kavalita-ātma-visphūrtayeto [the mercy] in which the Lord's own self-awareness was swallowed up dative, agreeing with kṛpāyai; ātma = the Lord himself (so Jīva and Viśvanātha)जिसने भगवान् की अपनी स्फूर्ति को ग्रस लिया, ऐसी (कृपा) को
tvarā-bhara-taraṅgataḥ — because of the surging waves of overwhelming haste; kavalita-ātma-visphūrtaye — to [the mercy] by which the Lord's own self-manifestation was swallowed up
Next adjective for the mercy. In his flood of haste [to protect his devotee], the Lord's own self-awareness got swallowed up. Jīva and Viśvanātha both gloss this self-manifestation as the knowledge 'I am He' — even that was eclipsed by the rush of his mercy.

Now the cause of the mercy. It came from a remembrance — the remembrance made by the son of the celestial Gaṅgā as he lay on a bed of sharp arrows. Viśvanātha names him: this is Bhīṣma.

The main clause at last. I bow to the mercy of the Lord — the Lord who, in a moment, places himself under his devotee's control. Everything above described this one mercy; here he bows to it.

sura-sarit-sutena kartrāby the son of the celestial river as the agent Jīva supplies kartrā to fix sura-sarit-sutena as the agent of the remembranceकर्ता रूप सुरनदी के पुत्र के द्वारा
yā smṛtiḥthe remembrance that [there was]जो स्मृति (हुई)
tasyā hetoḥbecause of that [remembrance] ablative of cause — spells out how L3's smṛteḥ worksउस (स्मृति) के कारण
yā bhagavataḥ kṛpāthe mercy of the Lord that [arose]जो भगवान् की कृपा (हुई)
tasyai namaḥto that [mercy], I bowउस (कृपा) को नमस्कार
sura-sarit-sutena kartrā yā smṛtiḥ — the remembrance made by the son of the celestial river as agent; tasyā hetoḥ — because of it; yā bhagavataḥ kṛpā — the mercy of the Lord [that followed]; tasyai namaḥ — to that mercy I bow
Jīva construes the sentence. The son of the Gaṅgā is the one who remembers. Because of that remembrance, a mercy of the Lord arose. It is to that mercy that the bow is offered.

kīdṛśyai?of what sort [is that mercy]? sets up the gloss of the L2 adjective as an answerकैसी (कृपा) को?
tvarā-bhara-taraṅgato hetoḥbecause of the surging waves of overwhelming haste ablative of cause — reads L2's taraṅgataḥ as a hetuशीघ्रता की प्रबल तरंग के कारण
kavalitā ātmano bhagavato visphūrtiḥthe self-manifestation of the Lord himself was swallowed upभगवान् की अपनी स्फूर्ति ग्रस ली गई
ayam aham asmi iti jñānaṁnamely, the knowledge 'I am He' Jīva's gloss of what that self-manifestation is'यह मैं हूँ' — ऐसा ज्ञान
yasyāṁ tādṛśyaito that [mercy] in which [this happened], to such a one locative yasyām places the swallowing inside the mercyजिस (कृपा) में (यह हो), ऐसी (कृपा) को
kīdṛśyai? — what sort of mercy?; tvarā-bhara-taraṅgato hetoḥ — because of the surge of waves of haste; yasyāṁ kavalitā ātmano bhagavato visphūrtiḥ — one in which the Lord's own self-manifestation, ayam aham asmi iti jñānaṁ, the awareness 'I am He,' was swallowed up; tādṛśyai — to such a mercy
kīdṛśyai?
Jīva now unpacks the adjective from L2. What kind of mercy? He asks and answers: because of the surging waves of haste, the Lord's own self-awareness was swallowed up inside this mercy. And that self-awareness, Jīva specifies, is the knowledge 'I am He.' The bow is to a mercy of that sort.

Viśvanātha construes the same syntax as Jīva but names the person: the son of Gaṅgā is Bhīṣma, lying on his bed of sharp arrows. The remembrance is his. Because of it the Lord's mercy arose, and the bow is to that mercy.

Viśvanātha decodes the L2 adjective. He first glosses the rare word kavalitā as grastā — devoured, seized. What was devoured is the Lord's own self-manifestation, the awareness 'I am He.' The bow is to the mercy that did this.
