The wise call a person 'sama', even-minded, when he is free of both attachment and hatred. This is the definition of sama, one of Kṛṣṇa's qualities being treated here.

The lakṣaṇa (defining statement) of samaḥ, 'even-mindedness', the quality numbered 28 in the running list. The following verse is its udāharaṇa.
यह 'सम' अर्थात् समभाव का लक्षण है — चलती सूची में अट्ठाईसवाँ गुण। इसके बाद वाला श्लोक इसका उदाहरण है।

An udāharaṇa of samaḥ, 'even-mindedness' — Bhāgavatam 10.16.33. Per Viśvanātha it is spoken by the nāgapatnīs, the wives of Kāliya, praising Kṛṣṇa to calm his anger.

The two commentators split on how to construe ripoḥ sutānām and must not be harmonized. Jīva takes 'enemy' and 'son' as two separate classes (enemy = Jarāsandha's son and the like; son = Narakāsura and the like). Viśvanātha reads 'the enemy's sons' as one phrase, with api extending it to 'your own sons' as well.
दोनों टीकाकार 'रिपोः सुतानाम्' के अन्वय पर अलग-अलग चलते हैं और इन्हें एक नहीं करना चाहिए। जीव 'शत्रु' और 'पुत्र' को दो अलग वर्ग मानते हैं (शत्रु = जरासन्ध का पुत्र आदि; पुत्र = नरकासुर आदि)। विश्वनाथ 'शत्रु के पुत्र' को एक ही पद पढ़ते हैं, और 'अपि' शब्द से इसे 'आपके अपने पुत्रों' तक भी बढ़ा देते हैं।

You are not partial, thinking 'this one is my enemy' or 'this one is my son.' You look on all with the same eye. Your one and only distinction is between right conduct and wrong conduct — that alone is where your vision is uneven. So Jīva reads it.
'यह मेरा शत्रु है' या 'यह मेरा पुत्र है' — इस आधार पर आप विषम दृष्टि नहीं रखते, बल्कि समान दृष्टि ही रखते हैं; क्योंकि आप तो केवल न्याय और अन्याय के आधार पर ही विषम दृष्टि रखते हैं।

Jīva ends with a homely comparison. In ordinary life a father disciplines a wicked son — not out of hatred, but for the son's correction. Map it across: the father is Kṛṣṇa; the wicked son is the enemy he punishes; the disciplining is the daṇḍa given for the offender's own good. The analogy shows the punishment is corrective, not cruel; it stops there — it does not touch how Kṛṣṇa treats the good.
जैसे लोक में पिता आदि दुष्ट पुत्र को दंड देने की दृष्टि रखते हैं, वैसे ही आप भी — ऐसा अर्थ है।

'Yet in you — who protect the good and subdue the wicked — there is no partiality anywhere,' they say. Viśvanātha reads 'ripu-sutānām' as 'ripu-suteṣu', i.e. 'toward the sons of enemies' — construing ripu-suta as a single phrase, unlike Jīva.

ripoḥ api sutasya śiṣṭasya prahlādasya pālana-darśanāt, svasya api sutasya narakāsurasya vadha-darśanāt ca iti bhāvaḥ — the purport: because even an enemy's son, the saintly Prahlāda, is seen protected, and your own son, Narakāsura, is seen slain.
