deśa-kāla-supātrajñas tat-tad-yogya-kriyā-kṛtiḥ ||

Kṛṣṇa reads the right place, the right time, and the right person for a thing. And he does exactly the act that each of them calls for. This names the nineteenth of his qualities.
कृष्ण देश, काल और योग्य पात्र को पहचानते हैं। और जिस देश, काल तथा पात्र के लिए जो उचित हो, वही कार्य करते हैं।

There is no other time, by any measure, that matches the autumn moonlight. This is Kṛṣṇa naming the right time.
शरद ऋतु की चाँदनी के समान सुन्दर और कोई समय नहीं है। किसी भी दृष्टि से इससे बढ़कर कोई काल नहीं।
First line of the udāharaṇa (illustrative verse, yathā—) for the nineteenth quality, deśa-kāla-supātra-jñatva. The verse illustrates it by having Kṛṣṇa single out the perfect time (autumn moonlight, L2), place (Vṛndāvana, L3), and person (the young women of Vraja, L4).

In all three worlds, nowhere is there a playground to equal Vṛndāvana. This is Kṛṣṇa naming the right place.

Jīva takes up the phrase. Why does Kṛṣṇa name place and time at all? Only for the sake of the pātra, the worthy person. Place and time are mentioned to serve the person, not for their own sake.

This is why: if that worthy person is missing, even the perfect place and time achieve nothing. Without the pātra, the right setting is idle. That is why the person is primary.
क्योंकि योग्य पात्र न हो, तो देश और काल भी कुछ नहीं कर पाते। अनुकूल होते हुए भी वे व्यर्थ रह जाते हैं।

Viśvanātha sets the scene: Kṛṣṇa speaks this in Mathurā, to Uddhava, as part of recounting his own pastimes. Then he glosses the one hard word — vraja-yuvati-kalpā means "on a par with the young women of Vraja," equal to them.
