An udāharaṇa of sūkṣma-dhīḥ, 'subtle, keen intelligence,' a quality (guṇa) of the hero Kṛṣṇa (2.1.81); Jīva confirms in s7 that it is sūkṣma-dhītva that is illustrated here. The speaker is Kṛṣṇa, planning the death of Kālayavana whom the Yadus cannot kill.

vastv-antara-ācchādaka-prakāśaṁ tamaḥa tamas that is a glow which hides other objectsऐसा तम जिसका प्रकाश अन्य वस्तुओं को ढँक देता है
yatra tādṛśein which there is such [a glow]; that sort of caveजिस (गुफा) में वैसा (तम) हो, ऐसी गुफा में
katham-bhūte kandare? — in what sort of cave?; tarala-tamasi — 'tarala-tamas': taralaṁ = bhāsuram — 'tarala' = shining; tamaḥ = vastv-antara-ācchādaka-prakāśam — the darkness is a glow that conceals other things; yatra tādṛśe [tamaḥ] — in a cave that has such [a glow].
Jīva asks: what kind of cave? He takes 'tarala' to mean shining. So the 'darkness' here is really a luminous glow — a light that, oddly, hides everything else. The cave is dark by being strangely lit.

taralaḥ — 'tarala' [is used]: cañcale — for the flickering; khaḍge — a sword; hāra-madhya-maṇau api — also a necklace's central gem; bhāsure ca — and the shining; iti viśvaḥ — thus the Viśva-prakāśa.
Jīva backs both senses from the dictionary: the Viśva-prakāśa lists 'tarala' as flickering, as a sword, as the central gem of a necklace, and as shining. Two of these — flickering and shining — are the readings he just used.

The streams aren't the point in themselves. Jīva says 'dripping with streams' is just an upalakṣaṇa — a pointer that flags the whole set of things that make sleep pleasant there (coolness, soft sound, and the rest).
upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa names part of what a thing is ('a blue lotus' — blue belongs to the lotus); an upalakṣaṇa only helps you pick the thing out ('the house with the crow on it' — the crow just locates it). Here 'dripping with streams' does not define the cave's comfort; it merely flags that every sleep-comfort is on hand there.
