eṣa supaṇḍityaḥ — this supaṇḍita; vidvān nītijñaḥ iti — as 'vidvān' and 'nītijña'; dvidhā mataḥ — is held to be twofold.
The truly well-learned one, the supaṇḍita, is reckoned in two kinds. One is the vidvān, the scholar; the other is the nītijña, the one who knows right conduct.
Lakṣaṇa of supaṇḍita, the eleventh of the helper-qualities (lead-in '(11) supaṇḍityaḥ'). This line names its two sub-types; L2 defines each.

The vidvān is the one who has mastered every branch of learning. The nītijña, by contrast, is the one who does just what each situation calls for. The tu marks the contrast between knowing and acting rightly.

Having first served him — Kṛṣṇa — well and out of reverence... The sentence opens here and completes in L6, where the subject (the rivers of learning) arrives.

An udāharaṇa of the vidvān (akhila-vidyā-vit), the first of the two kinds of supaṇḍita from L1-L2. Both Jīva and Viśvanātha identify the whole verse as the words of Śrī Nārada.

Those rivers of learning were first set flowing by the rain-clouds who are Brahmā and the other forefathers. Viśvanātha spells it out: the 'clouds' here are Brahmā and the rest.

kāśya-guru-kṣmā-bhūtaḥ — from the mountain that is the Kāśī-guru [Sāndīpani]; kṛṣṇārṇavam — toward the ocean that is Kṛṣṇa.
Coming down from the mountain that is the Kāśī-born guru, Sāndīpani, they flow toward the ocean that is Kṛṣṇa. So the water-cycle imagery maps out: the clouds are Brahmā and the forefathers, the mountain is Sāndīpani, the rivers are the branches of learning, and the ocean is Kṛṣṇa.

The rivers of learning reached him alone, Kṛṣṇa the ocean. As every river ends in the sea, so all the branches of knowledge come home to Kṛṣṇa. The point the example makes: even the vidyā Kṛṣṇa seemed to 'learn' from Sāndīpani was really flowing back to its own source.

By 'akhila-vidyā-vit' (knower of all vidyā), Jīva says, only knowledge of the śāstras is meant. The 'only' (mātra) holds it to scriptural learning, not every worldly art.

Viśvanātha lays out the whole picture. The rivers are the branches of learning; having 'served' Kṛṣṇa, they were set flowing. Sāndīpani, the Kāśī-guru, is the mountain of that same nature; from that mountain, from his presence, the rivers come down. And they reach the ocean whose form is Śrī Kṛṣṇa. So the learning that flowed out through the guru returns to Kṛṣṇa, its own source and sea.
