jane kṛtāparādhe’pi — किसी के अपराध कर देने पर भी; sāntva-vādī — जो सान्त्वना-भरे वचन कहे; priyaṁvadaḥ — वह प्रियंवद है।
The ninth quality is priyaṁvada, the sweet-speaker. Even when someone has wronged him, he still speaks soothing, consoling words to that person. He does not answer an offense with harshness.
कोई व्यक्ति अपराध कर भी बैठे, तो भी जो उससे सान्त्वना-भरे मधुर वचन ही कहता है, वह प्रियंवद कहलाता है।
The lakṣaṇa of priyaṁvada, the ninth of the qualities listed here; its udāharaṇa follows in L2-L5.

Now the illustration. Kṛṣṇa is speaking to Kāliya, the serpent-king: "Even though I have done you a wrong..." — and the sentence carries into the next line.
हे नागराज! तूने अपराध किया हो अथवा पीड़ा पहुँचाई हो, तो भी—(आगे कहते हैं कि तुझे दोष-दृष्टि नहीं करनी चाहिए)।
An udāharaṇa of priyaṁvada, the ninth quality defined in 2.1.70: even while banishing the serpent-king Kāliya, Kṛṣṇa speaks to him gently and consolingly.

"O Kāliya, king of serpents — even though I have done you a wrong, you must not look on me as the guilty one." Kṛṣṇa asks the very serpent he is punishing not to hold it against him.

"You are being banished today..." — and Kṛṣṇa at once gives the reason, softening the blow rather than leaving it as a bare sentence.

Jīva pins down a word. By the Amarakoṣa, vyalīka can mean not only "offense" but also "pain, affliction." So kṛta-vyalīke here can be read "toward one to whom pain has been caused" — Kṛṣṇa is owning that the banishment hurts Kāliya, yet asks him not to resent it.
'व्यलीक' शब्द 'पीड़ा' के अर्थ में भी आता है—ऐसा अमरकोष में कहा गया है।
Why cited: cited from the Amarakoṣa to license reading vyalīka as "pain, affliction," so that kṛta-vyalīke mayi means "toward me, though I cause you pain," not merely "though wronged."

Viśvanātha unpacks "you are being banished." Kṛṣṇa is making Kāliya leave his home, the lake, and set out into exile — and only for the sake of the cows, who are worshiped by the gods and who drink at that water. Even the hard act is framed as a necessity and spoken gently.
विश्वनाथ कहते हैं—देवताओं से पूजित गौओं के समूह के हित के लिए तुझे यहाँ से निकाला जा रहा है; अपने निवास-स्थान इस हद को छोड़कर तू अन्यत्र वास के लिए भेजा जा रहा है।
