This is the udāharaṇa of ruciraḥ defined in L1 — an illustrative verse from Bhāgavata-purāṇa 3.2.13. Viśvanātha names dharma-sūnu as Yudhiṣṭhira.

Viśvanātha reconstructs the whole sentence. He identifies the 'blessing of the eyes' with the image of Kṛṣṇa's own form described in the previous Bhāgavata verse. Beholding it at Yudhiṣṭhira's Rājasūya, the three worlds thought — really, experienced (anvabhūt) — that the whole of the Creator's skill in the lower creation had entered, complete, into Kṛṣṇa's beauty.

Viśvanātha heads off a doubt. Kṛṣṇa's form is not made by the Creator at all — it is eternal, no creature of Brahmā. Yet the verse still speaks in creation-language ('the Creator's skill has entered it'). That is a way of praising, not a claim that Brahmā authored the form.
यद्यपि कृष्ण का वह विग्रह विधाता द्वारा रचा जाने योग्य नहीं है, फिर भी यहाँ 'सृष्टि' की बात कही गई है।
The 'even though' (api) concedes the objection — Kṛṣṇa's form is uncreated — and answers it: the creation-idiom is honorific, measuring the form by the highest craft one can name, not asserting Brahmā made it.
'अपि' आपत्ति को स्वीकार कर लेता है — कि कृष्ण का विग्रह अजन्मा, असृज्य है — और उसका उत्तर देता है: सृष्टि की यह भाषा आदरसूचक है, जो उस विग्रह को कल्पनीय उच्चतम शिल्प-कौशल से मापती है, न कि यह कहती है कि ब्रह्मा ने उसे रचा।
