Mukunda first sharpens the doubt: here the verse also calls this a 'limb' of bhakti; but since śraddhā and viśvāsa mean the same thing, how can the very same faith be both the qualification-for and a limb-of devotion? To settle this the author speaks — and Mukunda begins glossing. 'tad-bhaktau' means 'in devotion to Him', i.e. in the act of worship; and there, 'of mere faith is the cause of eligibility.' He restates line one as the setup for his resolution.

Here is Mukunda's resolution. 'Keśava' means Śrī Kṛṣṇa, who is reached through devotion. And the 'special' viśvāsa is defined precisely: it is trust charged with direct experience — conviction that has been confirmed by actually tasting the Lord, not mere entry-level belief. That experience-laden trust, unlike bare beginner's faith, is a limb of bhakti. So the two are not contradictory: same word, different stage — belief at the start makes you eligible, experience-backed trust later is a part of the practice.
anubhava: 'direct experience/perception' (in epistemology, immediate cognition as against inference or testimony). 'anubhava-valita-viśvāsa' is trust that has moved past mere hearsay-belief into first-hand tasting — which is what raises it from an eligibility-condition to a limb of bhakti.
