Some people, always and with devotion, keep remembering the qualities of Hari. They call his good qualities to mind again and again — that is what 'anusmaraṇa' points to. This is the first half of the sentence; who they are is finished in the next line.
Why cited: Cited under the heading guṇa-dhyāna to show that steady, loving remembrance of Hari's qualities is a valid form of meditation.
guṇa-anusmaraṇa: 'anusmaraṇa' is not one recollection but the practice of returning to it again and again; the 'anu-' carries the sense of repetition. The verse is adduced here as an example of 'guṇa-dhyāna' — meditation on the Lord's qualities as one recognized form of remembrance (smaraṇa) among the limbs of devotion.

prakṣīṇa-kaluṣa-oghāḥ te — they, whose whole flood of sins is destroyed; hareḥ padam — Hari's abode; praviśanti — enter.
Those same people have the whole flood of their sins washed away. With that impurity gone, they enter Hari's own abode. So the fruit of always remembering his qualities is twofold: first the sins are destroyed, and then one reaches the place where Hari is.
Why cited: Completes the citation by naming the fruit — destruction of all sins and entry into Hari's abode — proving the worth of meditating on his qualities.
kaluṣa-ogha: 'ogha' is literally a flood or torrent, so the image is of sins piled up like rushing water; 'prakṣīṇa' says that whole mass is worn away to nothing. 'padam' is literally 'foot' or 'step', and by extension the place one stands — here Hari's own abode or state.
