Think of people who have done none of the standard religious works. No charity given. No oblation poured into the sacred fire. No daily recitation of the Veda. No worship of the gods. This line lists everything they lack; the next line says what still saves them.

Even those very people, who lack all of that, reach the highest destination. And the whole cause is one act: they drink the water that has washed the Lord's feet. That drinking alone carries them there.

Now take the incense that has been offered to Hari and is left over as His remnant. Smelling that incense — breathing in its fragrance from every side — is the subject here. The next line says what that smelling does.

Here is the picture. Worldly existence is a snake. People caught in it are snake-bitten, with its poison in them. For them, smelling Hari's offered incense works like nasya — the medicine you inhale through the nose to draw a poison out. So the smelling maps to the treatment, saṁsāra to the snake, and rebirth-suffering to the venom; the point is that this one inhalation cures the bite. The analogy is about curing the poison of saṁsāra, not about anything else.

The instant that fragrance enters, the bondage dissolves. Sin is pictured as a cage, and the person is locked inside it. Jīva spells out verse 164. The scent, flowers, and so on belong to the worshipped, endless Lord. Smelling those things, here in this world, would be the cause of the nose's complete purification. That, he says, is what the verse is stating. Note the phrasing: he glosses viśuddhi as 'the cause of purification' (tad-dhetu), i.e. the smelling is the means by which the sense of smell is purified.
अर्चित (पूजित) अनन्त भगवान से सम्बन्धित जो गन्ध-पुष्प आदि है, उसका सूँघना इस जगत् में घ्राण-इन्द्रिय की विशुद्धि का हेतु होता है — ऐसा कहा जाता है।
sambandhī ('related to'): Jīva adds this word to fix the genitives — the scent-flowers are 'connected with' the Lord, i.e. offered to Him, which is what makes smelling them purifying.

Viśvanātha decodes verse 162. Smelling that incense-remnant of Hari acts, for people bitten by the snake of saṁsāra, as the very form of nasya — the nose-medicine that destroys poison. He replaces the verse's bhava with the plainer saṁsāra and explains viṣāpaham with the synonym viṣa-nāśakaṁ, 'poison-destroying.' The mapping stands: saṁsāra is the snake, the bound souls are the bitten, and the smelling is the curative snuff.

Viśvanātha's gloss on verse 164 matches Jīva's almost word for word. The scent, flowers, and so on belong to the worshipped, endless Lord. Smelling them, here in this world, would be the cause of the nose's purification. That is what the verse declares. Like the others, he reads 'purification' as 'the cause of purification.'
