The wise have declared the Gītā, the Stava-rāja, and other such works to be stavas, hymns of praise. So these texts count as praise-hymns, on the authority of thoughtful, learned people. The verse lists them here as examples of stavas one may recite in devotion.
stava: a term of praise. Its plain sense is a hymn glorifying the deity; here it becomes a category into which even a teaching-text like the Gītā is placed.

gītāyāḥ stavatvaṁ bhagavan-mahimātmakatvāt |
gītāyāḥthe Gītā's genitiveगीता का
stavatvambeing a stava, its status as a hymn of praise -tva abstract, nom.
bhagavan-mahimā-ātmakatvātbecause it consists of the Lord's glories ablative of reason (-tvāt)क्योंकि वह भगवान की महिमा-स्वरूप है
gītāyāḥ — the Gītā's; stavatvam — being a hymn of praise; bhagavan-mahimā-ātmakatvāt — because it is made up of the Lord's glories
Why call the Gītā a stava when it looks like a teaching, not a hymn? Because it is made up of the glories of the Lord. A text whose very substance is Bhagavān's greatness is, in effect, praise of him. So the Gītā qualifies as a stava.
mahimā: greatness, glory. Here the point is that recounting someone's glories just is praising them, so a text full of the Lord's glories functions as a hymn of praise.

Which "Stava-rāja" does the verse mean? The one taught in the Gautamīya-tantra. He points to the specific hymn called Stava-rāja found in that text, so the reader knows exactly which praise-hymn is intended.
Gautamīya: the Gautamīya-tantra, a Vaiṣṇava tantric text. Named here only to fix the identity of the particular Stava-rāja the verse has in mind.

Viśvanātha restates the verse in plain prose order: the wise have declared the Bhagavad-gītā, the Stava-rāja, and works like them to be stavas. He simply unpacks the line's word order, spelling out "Gītā" as the Bhagavad-gītā, so the plain sense is clear before he explains it.
He glosses the verse's bare "Gītā" as the Bhagavad-gītā, making explicit which Gītā is meant.

How can the Gītā count as a stava? Because it consists of the Lord's glories. Viśvanātha gives the same reason as Jīva: a text whose substance is Bhagavān's greatness is praise of him, and so it is a stava.
mahimā: greatness, glory. Recounting the Lord's glories amounts to praising him, so a text full of them functions as a hymn of praise.
